BACKGROUND:
The Army Corps of Engineers, Portland District CENWP-CT-S, Portland Oregon 97204 intends to issue a Request for Proposal (RFP) for Armed Security Guard Services for the Lower Columbia River Projects to include Bonneville Dam, The Dalles Dam, John Day Dam in accordance with solicitation specifications. Guard services to be performed are on remote multipurpose civil works facilities operated by the U.S. Army Corps of Engineers. These three sites are required to provide security for personnel, property, and critical infrastructure.
QUESTIONS/BIDDER INQUIRIES:
All inquiries regarding this Proposal are to be submitted via ProjNet-Bid℠. Telephone and email inquiries will not be accepted. ProjNet-Bid℠ is a web-based program that allows bidders to post questions regarding the solicitation and to view all questions by other bidders and answers by USACE. DESCRIPTION OF SERVICES:
The area of operations the contractor will be performing in is remote with 50 miles separating the lower two dams (Bonneville and The Dalles) and John Day being 30 miles further upriver. There are high certification requirements with armed guards conforming to licensing requirements from NERC, DOD, Washington and Oregon as well as state and criminal Background checks. An approximate number of employees needed for this project will be forty to include supervisors and alternates. The contractor will need to provide all personnel, labor, training, supervision, tools, equipment, materials, supplies and transportation necessary to provide security guard services at Bonneville Lock and Dam, The Dalles Dam, and John Day Dam for this non-personal service
This Requirement is for a Firm fixed price, performance based commercial service contract using Best Value Trade Off (BVTO) Evaluation procedures. This will be a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside under NAICS 561612 and PSC S206, Security Guards and Patrol Services with a size standard of $20,500,000.
The Government anticipates awarding One (1) Firm-Fixed-Price Non-Personal Services contract for a One (1) year Base Period and Two (2) One Year Option Periods at the government's discretion.
The Period of Performance is anticipated to be:
Base Year: 04 Jan 2017 through 03 Jan 2018
Option Year 1: 04 Jan 2018 through 03 Jan 2019
Option Year 2: 04 Jan 2019 through 03 Jan 2020
Anticipated Award Date: On or around 30 November 2016

Take I-84 to exit 40, turn north and go under the railroad bridge, parking is in the first lot on your left. If needed, additional parking may be found further down the road at the Hatchery parking area. Please go to the Auditorium Building (brick building behind the flag pole as you enter the Project). Bidders will want to pick up a badge (and hard hat if needed) at the Security Office window on the way to the meeting room
