The U.S. Coast Guard seeks three Armament Control Mount units (NSN 5826-01-290-7034, Part Numbers 23706-4 and 70901-21915-104) with proposals due September 15, 2026. This is a total small business set-aside; offerors must be certified as small business concerns under NAICS 336413 to be eligible for award.
The procurement is issued as a combined synopsis and RFQ (70Z03826QJ0000372) for commercial items under FAR subpart 12.201. Award will be made on a firm-fixed-price basis to the lowest priced, technically acceptable offeror. Technical acceptability is evaluated solely on the ability to provide new manufactured commercial items; only the lowest priced offer will be evaluated for technical acceptability, with evaluation proceeding through successively higher-priced offers until a technically acceptable one is identified.
Delivery is requested for May 10, 2027, F.O.B. Destination unless the offeror specifies F.O.B. Origin with shipping costs included. Items ship to USCG Aviation Logistics Center, Elizabeth City, North Carolina. A Certificate of Conformance per FAR 52.246-15 is required. Packaging must preclude popcorn, shredded paper, Styrofoam, or peanut materials.
The Coast Guard may exercise an unilateral option for up to ten additional items at the same price and lead time within 365 days of award, for a maximum total of thirteen items. The small business size standard is 1,250 employees. The procurement incorporates FAR and HSAR clauses addressing Buy American requirements, cybersecurity safeguarding, whistleblower protections, and DEI discrimination prohibitions, with flow-down to subcontractors. Invoicing requires active SAM registration and electronic fund transfer payment.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000372 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250. This solicitation is 100% Set-Aside for Small Business. Offerors must be certified as a small business concern under the applicable NAICS code to be eligible for award. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the following items:

At the time of award, the USCG intends to place an order for a quantity of three (3) items. IAW Federal Acquisition Regulation (FAR) 52.217-6 the USCG may require an additional quantity of ten (10) items for a maximum quantity of thirteen (13) items at the same price and lead time as the original order, for up to three hundred and sixty-five (365) days after the initial award date.
***Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.
The contractor shall furnish a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.
All parts shall be NEW approved parts.
