About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks remanufacture of C-17 Arm Fire Initiators, with proposals due July 1, 2026. This is an unrestricted, firm fixed-price procurement with no set-aside, using negotiated RFP procedures.

Place of performance is Utah. The procurement requires remanufacture of three line items totaling 626 units: 177 electrical arm fire initiators (NSN 1377-01-382-0650), 350 cartridge initiators (NSN 1377-01-382-0670), and 99 cartridge initiators (NSN 1377-01-382-0647), all critical safety components for C-17 emergency egress systems. Delivery is required within 18 months to Hill Air Force Base, Building 1377 Bay 2. NAICS code 325920 (Explosives Manufacturing); PSC code 1377 (Cartridge and Propellant Actuated Devices and Components).

Contractors must hold ISO 9001:2015 certification and meet source qualification requirements per Section J. The remanufacturing process requires disassembly, cleaning, inspection, reassembly, and testing to serviceable condition per Technical Orders. All remanufactured items must meet 100% lot acceptance test requirements and 100% solenoid replacement for electrical initiators. Energetic materials must comply with DFARS safety requirements (DFARS 252.223-7002 and 252.223-7003) with 24-month age limits from manufacturing date. All items require Item Unique Identifier marking per CAD/PAD instructions with both human-readable and Data Matrix ECC 200 format. Ammunition Data Cards must be submitted via the WARP system per MIL-STD-1168. Contractor must deliver eleven data items including Lot Acceptance Test reports, Test/Inspection Plans, Failure Analysis reports, Contractor Possessed Munitions Reports, and Obsolescence/DMSMS assessments per the Contract Data Requirements List.

Evaluation is based on best value, weighing technical factors (qualified vendor status and schedule quality) significantly more than price. Schedule submissions must not exceed 10 pages and include a Work Breakdown Structure, defined milestones, and realistic task durations in Excel, Word, PowerPoint, or Project format. Proposals must be submitted in searchable electronic format. Offered prices must remain firm for 120 days. Payment includes a 10 percent withholding provision for technical data deficiencies.
