About this opportunity
The USDA Natural Resources Conservation Service (NRCS) Vermont State Office is requesting quotations for an initial Areawide Market Analysis (AWMA) and subsequent annual recertifications or amendments for the Agricultural Conservation Easement Program-Wetland Reserve Easement Component (ACEP-WRE). The procurement seeks a Vermont-licensed appraiser to conduct fair market value analyses on a per-acre basis for specified land use types in designated market areas, with deliverables requiring USPAP compliance and presented as written reports with supporting sales data. Key qualifications include State-certified general real property appraiser credentials under FIRREA Title XI, good standing with no disciplinary action within five years, and demonstrated competency in rural and agricultural property market analysis. Evaluation will be based on technical approach demonstrating capability to meet Statement of Work requirements, past performance within the past five years, Vermont appraisal license or temporary license status, and active System for Award Management (SAM) registration. The deadline for quotation submission was extended to April 24, 2026, at 4:30 p.m. Eastern Time, with questions required by April 16, 2026, at 2:30 p.m. ET.

The initial AWMA draft report is due within 60 days of contract completion and training completion, with the final report due May 14, 2027, followed by annual recertifications due July 15 each year and amendments due within 45 days if values change more than 10 percent. The contract period runs from May 15, 2026, through May 14, 2027, for the base year, with up to four additional optional one-year periods extending through August 31, 2030. Performance will take place in Vermont with work expected to begin May 2026.
