About this file
This is an appendix to a federal contract solicitation that establishes land use categorization and identification procedures for the Aggregate Wetland Market Area (AWMA) analysis.
The document defines a two-tiered classification system for analyzing real estate sales. Tier 1 (General Access) includes parcels adjacent to public rights of way such as town or state highways, while Tier 2 (Alternate Access) encompasses parcels without direct adjacency to public highways. Within each tier, the contractor must evaluate sales according to two land use categories: Non-Agricultural Wetland (forested wetlands or scrub-shrub with majority woody vegetation, excluding open agricultural fields and pastureland) and Other (all remaining land types including undeveloped uplands, residential/developed land, and agricultural land). Contractors must utilize NRCS-provided land cover data filtered according to GIS project instructions and verify findings against the latest available aerial imagery. The contractor is instructed to evaluate comparable sales considering the proportion of land use in each category and assess separate land use values accordingly. Additionally, the contractor should supplement MLS sales data research with owner-conducted real estate sales research and may utilize online resources such as vermontrealestatesales.net and regrid.com to collect sales data and identify land use types.

Land Use Categories and Identification Procedures
LAND USE CATEGORIES
The AWMA will analyze sales for two overarching tiers:
Tier 1: General access Adjacent to a public right of way (the parcel abuts a town or state highway)
Tier 2: Alternate access Non-adjacent to a public right of way (the parcel does not directly abut a town or state highway)
Within each tier, the AWMA will evaluate sales pertaining to two land use categories:
1) Non-Agricultural Wetland Forested wetlands or Scrub-shrub. Wetlands with majority woody vegetation, where the land is not open agricultural fields, cropland, hay land, or pastureland.
2) Other All other land types not identified as forested or scrub-shrub wetlands, to include undeveloped uplands, residential/developed land agricultural land, and agricultural use wetland.
IDENTIFICATION PROCEDURES
• Use NRCS-provided land cover data to make determinations, filtering according to the land use type as outlined in the GIS project instructions.
• Compare with latest available aerial imagery to ensure land use is consistent.
ADDITIONAL INSTRUCTIONS
• To the extent possible, contractor should evaluate comparable sales considering proportion of land use in each category (non-agricultural wetland or other) and assess separate land use values accordingly.
• Contractor should augment examination of MLS sales data with research of real estate sales by owner.
• Various online resources such as https://www.vermontrealestatesales.net/ and https://regrid.com/ may aid in collecting sales data and identifying land use types.
