About this opportunity

The Joint Directed Energy Transition Office (JDETO), part of the Department of Defense Washington Headquarters Service, is seeking commercial solutions for the development of high-bandwidth Fast Steering Mirrors (FSMs) for Directed Energy Weapon Systems (DEWS). The procurement focuses on prototyping FSM systems that provide critical beam stabilization, pointing, and tracking functions for laser weapon systems, with the goal of developing a production-ready family of mirror diameters ranging from 2 to 12 inches. Key requirements include compatibility with High Energy Laser systems, operation outside clean room environments, survivability with foreign object debris at full power density, and shoot-on-the-move capabilities for tactical ground vehicles and surface combatant ships. The development will follow a three-phase approach with incremental funding based on prototype progress, emphasizing iterative design improvements, testing, and eventual fielding in prototype weapon systems. Solution briefs are due by 4:00 PM Eastern Time on September 8, 2025, following an amendment that extended the original September 5 deadline, with submissions directed to Contracts Point of Contact Mary Beth McFann and Technical Point of Contact Noah Van Zandt.

This solicitation does not include any set-aside designations and operates under the authority of 10 United States Code 4022. While no specific incumbent contractors or award values are mentioned in the documentation, the procurement will utilize fixed-price awards with payment milestones across the three development phases. The technical specifications require FSMs capable of handling specific laser power density levels, command control bandwidth requirements, mechanical stroke parameters, and optical performance standards including reflectivity and surface flatness measurements. All work must be performed using U.S.-based resources and comply with Controlled Unclassified Information standards and DoD cybersecurity requirements. The place of performance is specified as the United States, with embedded software required to interface with laser weapon system control information systems.

Update #2 · Latest ·

Amendment 1: See attachment 'P07 Area of Interest WHSCSO250001 Amendment 1 FSM' for updates (updates highlighted in yellow). Amendment 1 extends the submission deadline to 9/8/25 at 1600 ET and provides a Q&A (see attachment 'P07 WHSCSO250001 Amd 1 Q-A').

=========

The Joint Directed Energy Transition Office (JDETO) is part of the Office of the Under Secretary of Defense for Research and Engineering, Office of the Assistant Secretary of Defense for Critical Technologies. In accordance with the Department of Defense (DoD) Directed Energy (DE) Roadmap and other strategic guidance, the JDETO executes a science and technology (S&T) investment portfolio in DE to impact multiple directed energy weapon systems (DEWS) and multiple military missions while complementing specific military service needs. The JDETO’s S&T investments focus heavily on near-term transition opportunities (at the component, sub-system, and system levels) to accelerate the fielding of DEWS.

JDETO investments in advanced components will unlock the potential of DEWS as part of integrated air and missile defense. Certain missions require advances in technical capabilities, producibility, and/or affordability of key components. Once these component advances are made, the high magazine depth, low cost per shot, speed-of-light time-to-target, and other benefits of DEWS will enhance mission effectiveness by increasing the number of incoming threats that can be defeated within allowable time periods, costs, and logistical burdens.

The specific component for this Area of Interest is a high-bandwidth fast steering mirror (FSM) prototype under the authority in 10 United States Code 4022. A FSM is a flat mirror that is mounted to a mechanical assembly. Through controlled actuation, a FSM enables several critical functions for DEWS, including beam stabilization, pointing, and tracking.  See attached Area of Interest for additional information.
