About this opportunity
The Joint Directed Energy Transition Office (JDETO), operating under the Department of Defense Washington Headquarters Service, is seeking commercial solutions to develop a common component camera (CC-CAM) prototype for directed energy weapon systems. The solicitation aims to procure specialized camera technology with demanding technical specifications including very high frame rates of at least 5 kHz, extremely low-noise operation with less than 30 electrons aggregate noise, and a focal-plane array of at least 256x256 pixels with spectral coverage from 1-1.7 micrometers. The camera must be capable of operating in military environments consistent with MIL-STD 810G standards and serve critical functions including target acquisition, tracking, and beam control for directed energy weapons. The prototype development is structured in three phases covering initial design and testing, rapid design improvements, and demonstration of reliable manufacturing processes. Following Amendment 1, questions are accepted until October 15, 2025, with solution briefs due by October 23, 2025, and all work must be completed by U.S.-based resources with controlled unclassified information capabilities.
This Commercial Solutions Opening operates without any set-aside designations and does not identify any current incumbents or contractors. While specific award values or budget ranges are not disclosed in the solicitation materials, the government indicates its intent to transition successful prototypes to production through Army, Navy, and Air Force acquisition program offices, with potential involvement of the DoD Manufacturing Technology Program to increase Manufacturing Readiness Levels. The solicitation emphasizes the development of a single prototype camera system that can serve multiple military missions and complement specific military service needs across integrated air and missile defense applications. Performance of the work must occur within the United States, with contractors required to meet cybersecurity compliance standards for embedded software and interface capabilities with laser weapon system control information systems. The ultimate objective is to accelerate the fielding of directed energy weapon systems by advancing key component technologies that will enhance mission effectiveness through increased threat engagement capacity within acceptable time, cost, and logistical parameters.

Amendment 1 adds the Agreements Officer as an additional contracting point of contact and extends the deadline for questions and solution brief submittals. Due to a lapse in appropriations, many government personnel are furloughed and questions or solution briefs submitted prior to this amendment may not be accessible.
* *Any questions or solution briefs submitted before Amendment 1 must be resumitted to include the Agreements Officer in order to be considered.**
See attached Area of Interest Amendment 1 with changes highligthed in yellow.
++++++++++++++++
The Joint Directed Energy Transition Office (JDETO) is part of the Office of the Under Secretary of Defense for Research and Engineering, Office of the Assistant Secretary of Defense for Critical Technologies. In accordance with the Department of Defense (Department) Directed Energy (DE) Roadmap and other strategic guidance, the JDETO executes a science and technology (S&T) investment portfolio in DE to impact multiple directed energy weapon systems (DEWS) and multiple military missions while complementing specific military service needs. The JDETO’s S&T investments focus heavily on near-term transition opportunities (at the component, sub-system, and system levels) to accelerate the fielding of DEWS.
JDETO investments in advanced components will unlock the potential of DEWS as part of integrated air and missile defense. Certain missions require advances in technical capabilities, producibility, and/or affordability of key components. Once these component advances are made, the high magazine depth, low cost per shot, speed-of-light time-to-target, and other benefits of DEWS will enhance mission effectiveness by increasing the number of incoming threats that can be defeated within allowable time periods, costs, and logistical burdens.
The specific component for this Area of Interest is a DEWS common component camera (CC-CAM) prototype under the authority in 10 United States Code 4022. The CC-CAM captures images and/or data from targets at long range. It enables several critical functions for DEWS, including target acquisition, tracking, and beam control. See attached Area of Interest for additional information.
