About this file
This document is a Questions and Answers (Q&A) amendment for a Fast Steering Mirror (FSM) commercial solutions opening solicitation. The government is seeking prototype technologies for Directed Energy applications, with a goal of incrementally advancing best-available capabilities across three phases. The solicitation will utilize fixed-price awards with payment milestones, and selected vendors will collaboratively develop detailed requirements for FSM specifications. Key technical areas of focus include Foreign Object Debris (FOD) survivability, operation outside of clean rooms, and raising both Technological Readiness Level (TRL) and Manufacturing Readiness Level (MRL).
The Q&A clarifies that complete Fast Steering Mirror systems are preferred, with entities providing subsystems encouraged to team with integrators. Foreign Object Debris is the primary concern for mirror contamination, and the government is open to innovative approaches. The solicitation emphasizes collaboration in defining specific performance parameters such as bandwidth, size, jitter, stroke, accuracy, linearity, resolution, and acceleration. Vendors are advised to refer to CSO HQ0034259WHSCSO Amendment 002 for additional procedural details, and no specific timeline for phase evaluations or awards has been predetermined.

WHSCSO250001 Amendment 1
Q&A – Fast Steering Mirror
1) The Solicitation states, “The FSMs must operate outside of clean rooms and survive operation at full power density with FOD.” Does this suggest the FSM would operate at full power in a dirty environment? Is there a measure of FOD levels at which it must perform to? I assume that the application of the latest FOD-hardened coatings (ala Al Ogloza and Hoang Nguyen) would be sufficient, correct?
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on FOD survivability requirements.
2) Are there specific requirements (or objective requirements) you are seeking? Particularly for bandwidth vs. size.
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on detailed requirements.
3) Any specific requirements for jitter, stroke, accuracy, linearity, resolution or acceleration? Or will these be worked collaboratively should an award be granted?
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on detailed requirements.
4) Coating specs (reflectivity vs. wavelength, WFE, surface flatness, AOI) are very specific to customer requirements. Do you have specific values for these? Should we put in a baseline set of specs?
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on detailed requirements.
5) For the Solution Brief, is there a preference for a 5-page written brief or briefing slides?
Answer: There is no preference.
6) I didn’t see cost estimates as part of the Solution Brief. Should any cost information be included?
Answer: Refer to CSO HQ0034259WHSCSO Amendment 002, II. CSO Procedure, b. Phase 1- Solution Brief, i. Solution Brief Content.
7) What is the expected time for Phase 1 evaluations? When is the rough estimate for Phase 2 Pitches, Phase 3 Proposals, and anticipated Award?
Answer: This information is to be determined. Refer to CSO HQ0034259WHSCSO Amendment 002, II. CSO Procedure for information on notification of selection/non-selection at the various phases.
8) Can we expect a CPFF contract type? (The Government) stated before that your preference is FFP. Risky prototype efforts might often be better served by a CPFF contract given the risk level. How strongly do you prefer FFP?
Answer: This is a commercial solutions opening seeking commercial solutions to prototype utilizing fixed-price award(s) with payment milestones.
WHSCSO250001 Amendment 1
9) What guidance can be provided on desired entry and exit Technological Readiness Level (TRL) and Manufacturing Readiness Level (TRL) of the proposed technologies?
Answer: The goal is to raise both TRL and MRL for Directed Energy specific prototypes during the three phases, if awarded.
10) Are subsystems/components, such as only the mirror or only the controller, of interest?
Answer: No, but entities providing subsystems/components may wish to team with integrators that would produce complete Fast Steering Mirrors.
11) What are the minimum requirements for FSM specifications?
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on detailed requirements.
12) Clarification on “presence of contamination”: Is FOD the main concern of mirror contamination that we should focus on or there are types of contamination such as chemical exposure, excessive heat/cold that we need to address as well?
Answer: Foreign Object Debris (FOD) is the main concern for mirror contamination here.
13) Is there a service lifetime requirement for the FSM and if so, what is it?
Answer: The stated objective is to incrementally advance the best-available capabilities. If selected, the Government will collaborate on detailed requirements.
