About this opportunity
Army Contracting Command–Anniston Army Depot issued an Area of Interest (AoI #0012) on August 7, 2026, seeking commercial solutions for inspecting and repairing single-phase and three-phase pad-mount transformers and voltage regulators, with written solutions due by 4:00 PM CDT on September 11, 2026.
The resulting contract will include one base year plus four option years, contingent on fund availability and successful negotiations. ACC-ANAD requires a comprehensive solution encompassing modern inspection and diagnostic methodologies, clear repair-versus-retire recommendations for each unit based on physical and electrical testing, and detailed cost estimates for proposed repairs. Inspection and testing must include Transformer Turns Ratio, Megger Insulation Resistance, Excitation, Impedance, Full Load Watts, No Load Watts, and Induced Potential. Repair scope includes gasket, valve, and bushing replacement; tank sanding and painting to olive green per EEI guidelines with three-inch kVA ratings; winding rewinding; core and coil baking; and refilling with new non-PCB mineral oil compliant with ANSI/ASTM D3487 standards. All work must comply with ANSI, ASTM, IEEE, NEMA, IEEE C57.12.34, and DOT regulations for transporting oil-filled equipment. Contractors must provide three references demonstrating transformer and voltage regulator repair experience, three supply data sheets and written test procedures from similar previous jobs, proof of IEEE C57.12.34 adherence, and a minimum three-year warranty on materials and workmanship. All offerors must be registered on SAM.gov. Questions are due by 10:00 AM CDT on August 13, 2026. Contact Contracting Officer Heather N. Glover (heather.n.glover2.civ@army.mil) or Contract Specialist Katherine B. Fuller (katherine.b.fuller2.civ@army.mil).
