About this file
This is an Area of Interest (AoI) issued by the Army Contracting Command – Anniston Army Depot (ACC-ANAD) soliciting innovative commercial solutions for inspecting and repairing pad-mount transformers and voltage regulators. The AoI (AoI #0012) was released on 7 August 2026, with responses due by 4:00 PM CDT on 28 August 2026. Questions must be submitted by 10:00 AM CDT on 13 August 2026. The resulting contract will include one base year plus four option years. All offerors must be registered on SAM.gov and should review the full CSO posting on SAM.gov for submission and evaluation procedures.
The contractor must provide comprehensive inspection and testing services for single-phase and three-phase oil-filled, self-cooled distribution transformers and voltage regulators, which are currently removed and stored at ANAD. Required services include physical inspection documenting rust, leaks, tank deformation, and internal damage; electrical testing including Transformer Turns Ratio, Megger Insulation Resistance, Excitation, Impedance, Full Load Watts, No Load Watts, and Induced Potential; and detailed reporting with clear recommendations to either rebuild or retire each unit. If repairs are recommended, the contractor must replace gaskets, gauges, valves, bushings, and perform tank sanding and painting to EEI guidelines, winding rewinding, core and coil baking, and refilling with new non-PCB mineral oil meeting ANSI/ASTM D3487 standards. All work must comply with ANSI, ASTM, IEEE, and NEMA standards; IEEE C57.12.34 standards for three-phase transformers; and DOT regulations for transporting oil-filled equipment. The contractor must provide three references demonstrating experience with similar equipment, three supply data sheets and written test procedures from previous jobs, and a written warranty of no less than three years for materials and workmanship. All repaired transformers shall be painted olive green with three-inch kVA ratings, and include bayonet-type oil-immersed draw-out expulsion fuses with appropriate labeling.

Area of Interest (AoI) – Pad Mount Transformer & Voltage Regulator Inspection and Repair
Federal Agency: Army
Office: Army Contracting Command – Anniston Army Depot (ACC-ANAD)
AoI Title: Pad Mount Transformer & Voltage Regulator Inspection and Repair
CSO AoI Number: AoI #0012
AoI Release Date: 7 August 2026
Responses: See W911KF-25-S-C002 for procedure details
Questions and Answers:
1. Are the units in service, or removed and staged? The units have been removed and being stored at this time.
Additional questions will not be accepted in relation to this AoI.
1. Overview
• ACC-ANAD is seeking solutions for inspecting and repairing single-phase and three-phase pad-mount transformers and voltage regulators. We need a solution that includes:
o A modern, effective way to inspect the equipment and diagnose its condition.
o A clear recommendation on whether to repair or retire each unit based on your findings.
o A detailed cost estimate for all recommended repairs.
• The resulting contract will include one base year plus four option years.
• Interested parties should review the full CSO posting on SAM.gov for submission and evaluation procedures.
• This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 3.0 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date.
• ACC-ANAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-ANAD reserves the right to modify the requirements of this CSO AoI.
2. General & Administrative Requirements
2.1 Contractor Responsibilities & Qualifications
• The contractor must provide three (3) references from previous jobs demonstrating experience in inspecting and repairing single-phase and three-phase mount transformers and voltage regulators.
• The contractor must provide three (3) supply data sheets and written test procedures from previous, similar jobs.
• The contractor must provide proof of adherence to IEEE C57.12.34 standards for work on three-phase transformers.
2.2 Compliance
• All work shall comply with the latest applicable standards from:
o American National Standards Institute (ANSI) o American Society for Testing and Materials (ASTM) o Institute of Electrical and Electronic Engineers (IEEE) o National Electrical Manufacturers Association (NEMA)
• The contractor shall comply with all applicable city, state, and federal Department of Transportation (DOT) regulations for transporting oil-filled equipment.
• The transformers and voltage regulators are oil-filled, self-cooled, distribution type, single or three-phase, 60 Hertz. Transformer oil shall be verified as Polychlorinated Biphenyl (PCB)-free. ANAD will conduct the PCB test prior to shipment to verify less than 50 ppm content.
3. Scope of Work
3.1 System Types & Listings
• The contractor shall inspect and repair the transformers and voltage regulators listed in the attachment AoI0012_Transformers and Voltage Regulators.
• The list of equipment is subject to change and items be added to it throughout the term of the contract.
3.2 Inspection & Testing Requirements
• Physical Inspection: Assess and document the physical condition, including any signs of rust, leaks, tank deformation, or internal damage.
• Electrical Testing: Perform and report on the following tests:
o Transformer Turns Ratio (TTR) o Megger Insulation Resistance o Excitation, Impedance, Full Load, Watts, No Load Watts, Induced Potential
• Reporting: A comprehensive report must be submitted for each unit inspected.
The report must include:
o The results of the physical inspection and all electrical tests.
o The transformer/voltage regulator’s nameplate information (serial number, kilovolt ampere (kVA), voltage ratings).
o A clear recommendation to either rebuild or retire the unit.
3.3 Repair Requirements
• If repairs are recommended for the units, they shall include, but are not limited to:
