The selected contractor must supply experts with at least 5 years of experience training Special Operations Forces in Arctic expeditionary mobility and a minimum of 10 years of teaching Arctic survival and mobility skills. Contractors will be responsible for delivering both classroom and field training, including providing 30 extreme cold weather tents with heating systems, cold weather equipment, and conducting training scenarios lasting 12-72 consecutive hours. The solicitation will use a best value approach, with technical and past performance significantly more important than price, and proposals will be evaluated on technical capabilities, expert qualifications, and past performance. Proposals must be submitted electronically by January 3, 2025, at 10:00 AM Alaska Standard Time to the 354 CONS/PKB at Eielson AFB.

The contract will be performed at multiple locations in Alaska, including Fort Wainwright, Fairbanks, and Eielson Air Force Base, with training scheduled from February 9-20, 2025. The opportunity is classified under NAICS category 611699 (All Other Miscellaneous Schools and Instruction) with a size standard of $16.5 million. The solicitation is designated as a total small business set-aside, though the overseas location may impact this classification. Contractors must provide comprehensive cold weather training covering medical care, tactical combat casualty care, surgical procedures, and prolonged casualty care in Arctic environments. While no specific security clearance is required, contractors must sign a non-disclosure agreement. The government will evaluate proposals using a lowest-priced technically acceptable approach, with the potential to make an award without discussions to the first offeror receiving a Substantial Confidence rating in past performance.
