This is a 100% small business set-aside RFQ using simplified acquisition procedures under FAR Part 13.

Place of performance is Lockeford, California. The scope requires preparation of a Work Plan and Cultural/Historic Resources Technical Report to support NRCS environmental review under the National Environmental Policy Act and Section 106 findings of effect under the National Historic Preservation Act. The proposed action involves repurposing a 1,000 square foot storage area into a training and conference space within an existing seed building on a 106-acre federally owned facility. The contractor must conduct records research at the California Historical Resources Information Center, complete an intensive pedestrian cultural resources inventory of the Area of Potential Effects, and provide National Register of Historic Places eligibility recommendations and adverse effects analysis per 36 CFR 800.5. The contractor must meet Secretary of Interior professional qualification standards.

The estimated project value is between $25,000 and $100,000, firm-fixed-price. Contract performance is 90 days after award, with fieldwork to begin within 30 days of award; draft reports due 45 days after fieldwork completion; and final reports due 15 days after NRCS comments. Payment is structured at 50% following fieldwork, 25% upon draft report submission, and 25% upon final acceptance. NAICS code is 541620, Environmental Consulting Services. Evaluation weighs price as the most important factor, followed by technical qualifications and past performance. Offerors must submit pricing, technical narrative, three past performance references, completed SF-1442, and SAM registration verification. Prevailing wage requirements and Buy American construction material requirements apply.
