The services will support various projects at Dahlgren, Virginia, and remote sites, encompassing new construction, renovation, repair, replacement, demolition, alteration, and infrastructure improvement projects across multiple disciplines including structural, civil, mechanical, electrical, architectural, environmental, fire protection, and geotechnical engineering. Key personnel requirements include a Program Manager with ten years of program management experience (five years managing federal government programs/contracts), a Senior Architect, Civil, Structural, Mechanical, and Electrical Engineers, a Quality Control Manager, and a licensed Fire Protection Engineer. Task orders will be evaluated and awarded on a Firm-Fixed-Price basis, with specific architectural and engineering requirements to be identified in individual task order documents. Interested contractors must submit capability statements by 1700 hours EST on November 21, 2025, to Thomas.b.clift.civ@us.navy.mil and sheila.h.ballard.civ@us.navy.mil.

This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The anticipated contract value is estimated at $23 million over a five-year performance period, with task orders to be negotiated on a project-by-project basis without specified minimum or maximum dollar limits per task order. No incumbent contractor is identified in the pre-solicitation materials. Contractors must demonstrate the ability to access the NSWCDD base, maintain necessary trade certifications, and provide comprehensive facility planning, project programming, engineering evaluations, cost estimating, site analysis, concept sketches, and design services. The Sources Sought notice indicates that a formal solicitation is anticipated to follow this pre-solicitation phase, providing small businesses an opportunity to express interest and position themselves for the upcoming competitive opportunity.
