About this file
This document is a Section H Special Contract Requirements section detailing labor category qualifications for key personnel. The section specifies that personnel must have appropriate experience and professional qualifications to perform the requirements of the Performance Work Statement (PWS), with a focus on the Program Manager role. For the Program Manager position (non-SCA), the requirements include ten years of program management experience encompassing technical and administrative aspects of government contract performance, with five years specifically managing federal government programs/contracts.
Key personnel requirements emphasize experience in contract data deliverables, administrative oversight, contract management, and the ability to manage multiple concurrent services and projects. The document outlines that key personnel resumes will be evaluated during proposal submission, and any replacements must meet equal or higher qualifications. The Program Manager must be an employee of the prime contractor, and professional development factors such as honors, degrees, publications, and certifications are considered in addition to years of experience. The qualification levels for key personnel are considered minimums for contract performance and potential growth.
