About this opportunity
The Department of Agriculture Forest Service intends to solicit a small business set-aside Architect-Engineer IDIQ for civil and structural design services across Northern and Central states, with proposals due by September 11, 2026 at 1:30 P.M. Central Daylight Time.
The Forest Service plans to award at least five IDIQ contracts with a five-year performance period and total contract value not exceeding $8 million, with each awarded contractor guaranteed a minimum of $2,500 within the first three years. Work encompasses design, inspection, surveying, load rating, and engineering review for transportation systems and structures, including road and trail bridges, aquatic organism passage structures, culverts, retaining walls, and USFS building maintenance or repairs. Place of performance spans Montana, Idaho, North Dakota, South Dakota, Wyoming, Nebraska, Kansas, and Colorado across approximately 30 national forests and grasslands.
Qualifications evaluated include professional qualifications per SF 330, specialized experience in bridge inspection team leadership meeting National Bridge Inspection Standards, rope-access inspection methods, UAV and non-destructive evaluation services, geotechnical and hydraulic engineering, and capacity to accomplish work across a broad geographic area in short timeframes. Past performance with federal and state land management agencies in the Northwestern US within the past three years and geographic location are assessment factors. The solicitation carries a $25.5 million NAICS size standard.
Firms must submit electronic SF 330 with Part 1 not exceeding 75 pages and separate Part II sections for each branch office and key subcontractor to crystal.amos@usda.gov. Active SAM registration is required; firms may not propose as prime while also having a subcontractor proposing as prime. Technical questions must be directed in writing by August 7, 2026. An amendment issued August 18, 2026 extended the original deadline from August 26 to September 11, 2026.
