About this opportunity
The Indian Health Service (IHS), a component of the Department of Health and Human Services, is conducting market research for archeological survey services to support a proposed modular health clinic project on the Pamunkey Indian Reservation in King William, Virginia. The agency seeks to identify potential vendors who can complete a comprehensive Phase 2 archaeological survey of the 1054 Pocahontas Trail site, with specific requirements including detailed background research, site methodology documentation, artifact inventory, and comprehensive reporting. Interested vendors must submit their responses via email to Courtney Davis by March 27, 2025, including company information, SAM registration details, capability statements, and relevant procurement vehicle information. Respondents must provide a one-page interest/capability statement and complete the Indian Economic Enterprise (IEE) Representation form if applicable. The government will use this market research to determine the procurement method and acquisition strategy, with a clear emphasis on identifying vendors meeting specific business classification criteria.
The pre-solicitation notice is set aside specifically for Indian Small Business Economic Enterprises, with a NAICS code of 541620 for Environmental Consulting Services and an SBA size standard of $19.0 million. The archeological survey services contract is expected to have a duration of 90 days from the date of award, focusing on investigating an undeveloped land-lease site located at latitude 37°34'47"N and longitude 70°00'13"W. Potential contractors must be registered in the System for Award Management (SAM) and able to provide comprehensive archaeological investigation and reporting services that meet National Environmental Policy Act (NEPA) and Virginia Department of Historic Resources requirements. While no specific contract value is mentioned, the project involves delivering all discovered archaeological items and artifacts to the tribal office, with a final report that documents potential historical and cultural resources. The procurement approach suggests a focused, targeted solicitation aimed at supporting the Pamunkey Indian Tribe's healthcare facility development efforts.
