About this file
This Statement of Work details an archaeological survey for the Pamunkey Indian Tribe's proposed modular/mobile health clinic in King William, Virginia. The survey's primary objectives are to support the tribe's healthcare facility development by meeting National Environmental Policy Act (NEPA) and Virginia Department of Historic Resources requirements. The contractor must conduct a complete archaeological investigation of the undeveloped land-lease site, located at latitude 37°34'47"N and longitude 70°00'13"W, and deliver all discovered archaeological items and artifacts to the tribal office, with the final report to include comprehensive documentation of potential historical and cultural resources that may be eligible for inclusion on state and national historic registers.

This Scope of Work proposes to serve the Pamunkey Indian Tribe with a Modular/Mobile Clinic located with the Pamunkey reservation in the County of King William, Commonwealth of Virginia.
The proposed clinic site requires an archeological survey as per approval requirements from the State of Virginia Department of Historic Resources.
Proposed Project Purpose and Scope
Tribal members of the Pamunkey Indian Tribe have an immediate need for a localized facility to provide health care for citizens of the Pamunkey Reservation. The modular/mobile health station allows for presence of various disciplines of health care. Prior to establishment of the lease area to accommodate the proposed facility, an approved National Environmental Policy Act (NEPA) review is required, including an approved review by the State of Virginia Department of Historic Resources (DHR). DHR is requesting an archeological survey prior to determination of impact resulting from the proposed facility.
For the purpose of this project, a Phase 2 archaeological survey shall be conducted and consist of a combination of background research and fieldwork designed to identify resources and define site boundaries within a given project area or Area of Potential Effect (APE). A Phase 1 archaeological survey of the subject site can be made available for supplemental data.
The project is intended to identify the presence of archaeological sites that may be impacted by the installation of water and sewer facilities related to single-family homes. Prior archaeological surveys in this region and the identification of archaeological sites have proven the potential for these cultural resources to be present.
The contractor shall furnish all materials and perform all operations necessary for a Phase 2 Survey. Upon completion of the Phase 2 Survey a detailed report shall be generated that contains the following:
1. A Comprehensive Review of Available Archaeological and Historical Data.
2. A comprehensive review of all past archaeological research within and near the project site(s).
3. Archaeological Survey –
a. A description of project methodology;
b. Presentation of the research results including:
i. location and description of newly identified archaeological resources revealed through survey,
ii. soil descriptions with notes on soil layers, features and overall site integrity,
iii. artifact inventory of material recovered during the fieldwork for this project, and
iv. overlay of historical and archaeological map data.
c. Recommendations for how to proceed with future research and potential avoidance/mitigation of confirmed archaeological resources identified during this phase of work and an evaluation of the significance of newly identified archaeological resources which may be eligible for inclusion on the Virginia Historic Landmarks Register and the National Register of Historic Places.
4. Deliver all items and artifacts of archeological value to the tribal office or location specified by the tribe.
The work to be performed under these provisions shall include the furnishing of all labor, tools, equipment and materials necessary to conduct a Phase 2 Archeological survey of one (1) land-lease site. The deliverables for this survey shall include a report with figures, maps, as well as parts 1-3 above.
