About this opportunity

The National Institute of Standards and Technology (NIST) under the Department of Commerce is soliciting quotations for one Arbitrary Waveform Generator to support the development and certification of standard reference materials for magnetic moment measurement in semiconductor manufacturing. The procurement is being conducted as a simplified acquisition for a commercial off-the-shelf product under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). The generator must meet strict technical specifications including a minimum sampling rate of 6 GSa/s, waveform memory depth of at least 4 Gpts, two analog output channels with 5 Vpeak-to-peak output range, maximum output frequency of 2 GHz, 16-bit vertical resolution, clock timer resolution of 80 ps maximum, jitter less than 2 ps, and SI-traceable calibration. Award will be made to the responsible offeror whose quotation represents the best value to the Government, with evaluation based on Technical Capability (including signal fidelity and accuracy), Past Performance (relevant contracts completed within the past three years), and Price. Written questions must be submitted by April 6, 2026 at 12:00 PM Eastern Time, and quotations must be submitted electronically to ranae.armstrong@nist.gov and Donald.collie@nist.gov no later than 4:00 PM Eastern Time on April 13, 2026.

This solicitation does not include any set-aside designations, and no incumbent contractors or award values are identified in the procurement documents. The procurement calls for delivery of one new unit only, with the equipment to be delivered to NIST in Gaithersburg, Maryland within six months after receipt of order on an F.O.B. Destination basis. The contractor must provide a one-year warranty commencing upon government acceptance, with all materials, labor, and shipping costs included in the firm fixed price quotation.
