This is a Statement of Work for the acquisition of an Arbitrary Waveform Generator for the National Institute of Standards and Technology (NIST), Materials Science and Engineering Division. NIST requires one new arbitrary waveform generator to support the development and certification of standard reference materials (SRMs) for magnetic moment measurement in semiconductor manufacturing. The instrument will be integrated into NIST's Absolute Magnetometer system to generate force measurements with high signal fidelity for SI-traceability applications supporting next-generation memory and computing technologies, as well as medical imaging and non-destructive material evaluation.
The required arbitrary waveform generator must meet specific technical specifications including a minimum sampling rate of 6 GSa/s, waveform memory depth of at least 4 Gpts, two analog output channels with 5 Vpeak-to-peak output range, maximum output frequency of 2 GHz, 16-bit vertical resolution, clock timer resolution of at most 80 ps, jitter less than 2 ps, and SI-traceable calibration. The generator must include standard arbitrary functions, USB connectivity, 115V/60Hz single-phase power with cable, and two sets of manuals covering operation, maintenance, and troubleshooting. Delivery is F.O.B. Destination to NIST in Gaithersburg, Maryland, with a delivery schedule of six months after receipt of order. The contractor must provide a one-year warranty commencing upon government acceptance, with all materials, labor, and shipping costs included. Only new, commercial equipment in original manufacturer packaging with complete documentation is acceptable; used, remanufactured, experimental, prototype, or gray market items are not permitted. Payment will be made upon receipt of proper invoice and successful demonstration that the equipment meets all specified requirements.

STATEMENT OF WORK
Title: Acquisition of Arbitrary Waveform Generator Lab: National Institute of Standards & Technology (NIST) Material Science and Engineering Division, Material Measurement Laboratory
BACKGROUND & PURPOSE INFORMATION
The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.
The National Institute for Standards and Technology’s (NIST) Materials Science and Engineering Division (MSED) is involved in the development of standard reference materials (SRMs) for magnetic moment – a critical standard for measuring magnetic materials for next generation memory and computing. The SRMs are certified using the NIST-built Absolute Magnetometer, a unique custom instrument. For SI-traceability, the force acting on the SRMs will be measured and then traced back to the kilogram. To generate the force accurately and repeatably, this work requires an arbitrary waveform generator with high signal fidelity. The arbitrary waveform generator will be integrated into NIST’s Absolute Magnetometer and must communicate with the control computer of the Absolute Magnetometer system. The development of the Absolute Magnetometer for oscillatory fields will enable the certification of new magnetic SRMs that can be used by other government agencies (i.e. FDA, EPA in regulations), industry, and academia to calibrate their instrumentation to make quantitative and comparable measurements for faster development of new technologies (i.e., next generation magnetic memory and computing, as well as other fields including medical imaging and diagnostics and non-destructive evaluation of materials for real-time monitoring of infrastructure).
SCOPE
The contractor shall deliver a quantity of one (1) arbitrary waveform generator, inclusive of warranty, and FOB Destination delivery terms (or equivalent INCOTERM such as DDP).

MINIMUM REQUIREMENTS
The Contractor shall submit a firm fixed quotation offering a product/system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

1. Sampling Rate: at least 6 GSa/s (giga-samples per second) for each (analog or digital) channel
2. Waveform Memory Depth: at least 4 Gpts (giga-points)
3. Output: at least two analog channels
4. Output Range: 5 Vpeak-to-peak
5. Maximum Output Frequency: 2 GHz
6. Vertical Resolution: 16 bits
7. Internal Clock/Timer Resolution must at most be 80 ps.
8. Jitter: < 2 ps
9. Arbitrary function generator with at least sine, square, pulse, and ramp functions
10. Computer Connectors: USB
11. Power: 115 V/60 Hz/single phase; cable must be provided
12. Calibration traceable to the SI
13. Two (2) sets of manuals. The manual may be supplied in hard copy or electronic format (or both). The manual must cover the proper operation, routine maintenance, and troubleshooting for the instrument, all components, and controlling software

PERIOD OF PERFORMANCE
The delivery date shall be six (6) months ARO
DELIVERY TERMS
Delivery shall be F.O.B Destination (or equivalent incoterms, such as DDP) and shall occur in accordance with the delivery due dates provided in the below table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in the specific FAR clause the Government reserves the right to perform such performance tests and evaluations to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within two (2) weeks of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
WARRANTY
The contractor shall warranty the entire system for a period of a minimum of one (1) year after acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include all materials, labor, and shipping costs.
PAYMENT SCHEDULE
The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice and after successful demonstration by the instrumentation that it performs in accordance with the requirements set forth in this document. Advanced payment is not authorized NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
