About this opportunity
The United States Fish and Wildlife Service is procuring architect-engineer design services for replacement of two bridges—the Charivari Creek Bridge at Felsenthal National Wildlife Refuge and the River Road Bridge at Pond Creek National Wildlife Refuge—with responses due by October 2, 2026 at 5:00 p.m. EDT. This procurement is set aside for total small business under NAICS 541330.
The combined estimated construction budget is $4.1 million ($1.1 million for Charivari Creek, $3 million for River Road). The A-E contract is firm-fixed-price with design completion required within 456 calendar days after Notice to Proceed, anticipated award in September 2026. The contract includes an optional Construction Administrative (Title III) services component for each bridge construction phase; construction procurement is anticipated in Fiscal Year 2028 or 2029.
Eligible firms must hold current SAM registration and active Arkansas professional licensure in required disciplines: civil engineering, structural engineering, geotechnical engineering, environmental engineering, hydrology and hydraulics, and cost estimation. Firms must demonstrate 4 to 8 past-performance design projects completed within the past four years with construction values between $1 million and $4 million.
Submitters must provide Standard Form 330 Parts I and II in PDF or Word format (Part I not exceeding 50 pages, including no more than 5 pages for Section H), via email to Ian Young at Ian_Young@ios.doi.gov. Selection uses five equally-weighted criteria: Professional Qualifications, Specialized Experience and Technical Competence, Capacity to Perform, Past Performance, and Knowledge of Location. Technical inquiries are due August 14, 2026 at 2:00 p.m. EDT; responses are posted to SAM.gov by August 17, 2026 at 5:00 p.m. EDT.
