About this file
This is a Questions and Answers document from a federal contract opportunity (Notice 140FGA26R0036) addressing NEPA compliance requirements for bridge replacement projects.
The document clarifies the roles and responsibilities regarding National Environmental Policy Act (NEPA) documentation for bridge replacements. The Service will serve as the lead agency for NEPA purposes, while the A-E (Architect-Engineer) Firm is responsible for preparing applicable NEPA documentation and supporting technical information for Service review. The Service will conduct a team review in coordination with the Refuge Manager and will adopt the appropriate NEPA findings. The Refuge Manager will execute the final NEPA documentation upon concurrence. The response does not specify whether the projects will qualify for a Categorical Exclusion or require a full Environmental Assessment, leaving that determination to be made during the preparation and review process.
