About this file

This is a Questions and Answers document for federal contract opportunity Notice 140FGA26R0036, issued by the U.S. Fish and Wildlife Service for architectural and engineering (A/E) design services related to bridge replacements at two wildlife refuge crossings: the Pond Creek River Road Bridge and the Charivari Creek Bridge.

The document clarifies submission requirements and scope specifics for the competitive qualifications-based selection process. Key clarifications include: the price schedule is informational only and need not be submitted; submissions may be divided across multiple emails to comply with the 13 MB file limit; example projects must have design completed within the past four years with construction values between $1,000,000 and $4,000,000, with design completion (not construction completion) being the relevant milestone; projects with completed design and ongoing construction qualify; both design cost estimates and final costs should be provided; CPARS evaluations and previously completed Past Performance Questionnaires are acceptable alternatives to new questionnaires; individual key personnel may serve in multiple roles if fully qualified; active Arkansas Professional Engineer registration is required at SF-330 submission; and an Arkansas-licensed PE practicing structural engineering meets the structural engineer requirement. The A/E scope includes complete boundary and topographic surveys, geotechnical investigations, and hydrologic and hydraulic studies for both bridges, with all Charivari Creek Bridge work priced under additive line items. The A/E may use furnished 2021 geotechnical information for the River Road Bridge if deemed suitable through professional judgment but remains responsible for verifying conditions and performing additional investigations as necessary. The Service will coordinate field access and Special Use Permits with individual refuges and provide designated points of contact and seasonal restrictions. A response regarding National Environmental Policy Act requirements and agency roles remained pending at the document's issuance.

Questions and Answers

1. Please confirm that the Price Schedule attachment is furnished for informational purposes only and is not to be completed or submitted with the SF330 qualifications package, and that submissions may be transmitted across multiple emails where necessary to remain within the 13 MB per-file limit.

Response

The price schedule is for informational purposes only. Submissions can be transmitted across multiple emails.

2. Criterion D requires that the design of all example projects have been completed within the past four (4) years, with each project having a construction value between $1,000,000 and $4,000,000. Please confirm whether "completed" refers to completion of the professional design services or completion of construction, and whether a project with design complete and construction ongoing qualifies. Please also confirm whether the construction value screen refers to the construction cost estimate at design completion or the actual construction award or final cost, and whether design-build projects on which the offeror performed the design qualify as example projects.

Response

Completed refers to the completion of the professional design.

The designs should have been completed for projects having a construction value between $1,000,000 and $4,000,000.

Projects where design is complete and construction is ongoing do qualify.

Provide both the design cost estimate and the final cost. If the award value is unknown, the design cost estimate will be acceptable.

Design-build projects are allowed as long as the offeror performed the professional design services

3. The synopsis states the Government will review the Past Performance Questionnaires and any available data from the Contractor Performance Assessment Reporting System. For example projects with a CPARS evaluation of record, please confirm whether a client-completed Past Performance Questionnaire is still required, or whether the Government will rely upon the CPARS evaluation for those projects.

Response

Past performance documentation is still required to be submitted. The Government will accept CPARS evaluations, and we will also accept previously completed Past Performance Questionnaires in lieu of new questionnaires.

4. Please confirm whether an individual may be proposed in more than one key personnel role where qualified, for example a single engineer serving as both the Geotechnical Engineering and Hydrology and Hydraulics lead, consistent with Statement of Work Section 7.A.1(d), which permits the Geotechnical Investigation and the Hydrologic and Hydraulic Study to be combined.

Response

Yes. An individual may be proposed in more than one key personnel role, provided the person is fully qualified for each role.

5. Please confirm whether key personnel must hold active Arkansas registration at the time of SF330 submission, or whether registration by comity prior to contract award or commencement of design services is acceptable. Additionally, as the State of Arkansas licenses Professional Engineers without a separate structural engineer credential, please confirm that an Arkansas-licensed Professional Engineer practicing structural engineering satisfies the requirement of Statement of Work Section 11.A.1(a).

Response

Key personnel performing professional engineering services shall hold active Arkansas Professional Engineer registration at the time of SF-330 submission. Registration by comity after submission is not acceptable for key personnel proposed to fulfill the required licensed engineering roles.

An Arkansas-licensed Professional Engineer who regularly practices structural engineering meets the requirement of SOW §11.A.1(a).

6. Furnished technical information includes survey, geotechnical, and prior design documentation for the River Road Bridge only. Please confirm that the A-E scope includes complete boundary and topographic survey, geotechnical investigation, and hydrologic and hydraulic study for both assets, and that site investigations for the Charivari Creek Bridge are priced under the additive line items. Please also confirm whether the A-E may rely upon the furnished 2021 geotechnical investigation for the River Road Bridge if verified suitable for use, whether any additional existing information, such as as-built drawings or utility records, is available for the Charivari Creek Bridge, and whether refuge access and drilling permissions will be facilitated by the Service upon Notice to Proceed.

Response

The A/E scope includes boundary and topographic survey, geotechnical investigation, and hydrologic and hydraulic study for both assets.

All work associated with the Charivari Creek Bridge, including the required site investigations, shall be included in the Charivari Creek additive line items.

The Government is furnishing existing survey, geotechnical, existing-plan, and other available information from a previous design effort for the Pond Creek River Road Bridge.

This information is provided for informational purposes only. The A/E Firm shall review the information and determine its suitability for use. The A/E Firm may use the information to the extent it determines, through its professional judgment, that the information is suitable. The A/E Firm remains responsible for verifying existing conditions and performing any additional investigations necessary to complete the design.

The Government does not have comparable existing survey, geotechnical, as-built, utility, or prior design information available for the Charivari Creek Bridge. Available bridge inspection and scour-related information is included in the solicitation attachments.

The Service is confirming with each Refuge whether survey crews and geotechnical drilling equipment will require a Special Use Permit or other Service authorization.

The Service will identify the applicable Refuge points of contact and provide any known seasonal, habitat, or operational restrictions affecting field investigation activities. The A/E Firm will be responsible for coordinating its field schedule with the designated Refuge contacts and complying with all applicable access requirements.

Available existing information is included in the solicitation attachments. This includes bridge inspection and available scour-related information for both crossings, along with the prior survey, geotechnical information, and existing plans furnished for the Pond Creek River Road Bridge.

The Government is not aware of any additional completed hydrologic and hydraulic studies, FEMA flood-frequency studies, or project-specific USGS gage analyses for either crossing. The A/E Firm is responsible for developing the hydrologic and hydraulic information, necessary to complete the design for each asset, including any additional field data collection it determines is required.

7. Statement of Work Section 5.B assigns responsibility for permits associated with the National Environmental Policy Act to the A-E Firm. Please confirm whether the Service anticipates these bridge replacements qualifying for a Categorical Exclusion or requiring an Environmental Assessment, and whether the Service will serve as the lead agency for NEPA purposes with the A-E Firm preparing supporting documentation.

Response
