About this opportunity
The Department of the Army has issued a Special Notice for the repair and service of Aqua-Glo water detection kits, which are critical testing equipment used to measure water content in fuel dispensed to military aircraft. This non-personal services contract will provide maintenance, repair, and servicing to ensure accurate testing capabilities for both rotary and fixed-wing aircraft operations. The notice is posted under NAICS code 541380 (Testing Laboratories and Services) and PSC category J066 for maintenance and repair of instruments and laboratory equipment. The opportunity was posted on September 9, 2025, with responses due by September 12, 2025. The contract is specifically for the 4th Infantry Division at Fort Carson, Colorado, administered through the 918th Contracting Battalion.
The primary objective is to maintain the operational integrity of specialized GTP-322 and GTP-323 Aqua-Glo Water Detector Kits that are essential for aviation fuel safety, as excessive water content can lead to engine failure and safety risks to aviators. The attached documentation indicates this will be a sole source contract awarded to Gammon Technical Products, Inc., the original manufacturer of these kits, with a performance period from September 25, 2025, to September 24, 2026. The sole source justification is based on Gammon Technical Products being the only manufacturer of these specialized detection kits and possessing the proprietary knowledge necessary for their repair and maintenance. Contractors must provide all personnel, equipment, supplies, facilities, and other resources necessary to perform the required services, except for government-furnished property and services. The repair process involves confidential and proprietary information protected by patents and copyrights, requiring the kits to be returned to the original manufacturer to ensure their continued reliability and accuracy.
