About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting quotes for Air Quality Management District (AQMD) Rule 2202 Air Emissions Credit Filing services through a Request for Quote (RFQ) process. This is a combined synopsis and solicitation for commercial items using a Lowest Price Technically Acceptable (LPTA) award method with firm fixed pricing. The Government will award a single purchase order to the responsible offeror whose offer conforms to solicitation requirements and is most advantageous based on evaluation criteria outlined in sections L and M of the solicitation. All quotes must be submitted electronically in PDF or MS Word format by December 9, 2025, with offerors required to be registered in SAM at the time of submission. Only new OEM equipment from authorized vendors, dealers, distributors, or resellers verified by authorization letters will be acceptable; no gray market or remanufactured items are permitted.
This procurement is designated as a Total Small Business set-aside with preferences for service-disabled veteran-owned, women-owned, and HUBZone small businesses. The contract covers a base year with three option years, running from December 18, 2025, through December 17, 2029, with annual filing submissions required each year from 2026 to 2029. The base year scope includes filing submissions for 1,930 employees at NSWC Corona and 766 employees at NWS Seal Beach, with similar employee numbers anticipated in subsequent option years. Performance will take place at two locations: Norco, CA 92860 (NSWC Corona) and Naval Weapons Station Seal Beach. This is an all-or-none requirement, meaning partial quotes will be deemed unresponsive and not evaluated, and offerors must review the posting for any amendments or changes that may occur prior to the December 9, 2025 submission deadline.
