About this opportunity

The Department of the Interior, Interior Business Center is seeking qualified contractors to provide appraisal and valuation support management services under solicitation 140D0426R0516. The scope of work encompasses real estate appraisals for residential, commercial, and agricultural properties; feasibility and market studies; data sourcing; consultation services; and related support services including environmental assessments, surveys, and title reports. Contractors will serve as integrators coordinating federal appraisal and valuation service delivery across assigned geographic regions and must subcontract most work to qualified local valuation companies from a Government-approved list. All services must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book), and applicable federal regulations. Proposals will be evaluated based on technical capability and management approach, and past performance—both weighted equally and considered significantly more important than price. Questions must be submitted by April XX, 2026, at 10:00 AM EST to Contracting Officer Morgan Schickler or Contract Specialist Jacqueline Hernandez, with proposals due by April XX, 2026, at 10:00 AM ET.

This is a total small business set-aside under NAICS code 541611 with a $24.5 million size standard, and no incumbent contractor information is provided in the presolicitation notice. The Department may award up to three separate Firm Fixed Price per unit and Time-and-Material contracts—one for each geographic region (East covering 18 states and DC, Central covering 20 states, and West covering 13 states)—or a single contract if one contractor can serve all regions. The total contract value is not to exceed $25 million across the five-year performance period ($5 million annually), consisting of a one-year base period beginning July 1, 2026, followed by four one-year option periods. Pricing is structured around 10 valuation categories with not-to-exceed ceilings ranging from $9,999 to $100,000, plus Time-and-Material consulting and support services with a $1 million annual ceiling. Qualified appraisers must hold current Certified General Appraiser licenses and possess at least five years of experience completing similar assignments.
