About this opportunity

The Department of the Interior's Interior Business Center is conducting market research to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) capable of providing real property appraisal services for Northern Cheyenne land sales, with responses due June 3, 2026 at 12:00 PM EST. This is a sources-sought notice only and does not constitute a solicitation or government commitment.

The requirement covers appraisal of two Northern Cheyenne tracts totaling 123.78 acres: Tract 168 (120 acres, AVIS Case #00229907) and Tract 926-F (3.78 acres, AVIS Case #00230288). Appraisals must determine market value of the fee simple estate for Bureau of Indian Affairs land sales purposes and comply with USPAP 2024 standards and Federal Regulations 25 CFR Part 150.2. The appraiser must hold State Certified General Appraiser credentials in good standing. The Sales Comparison Approach is the sole required valuation methodology. Appraisals must include aerial photographs with property boundaries, ground-level photographs of unusual features, detailed comparable sales analysis, ownership and title history, and supporting documentation.

Work is classified under NAICS 531320 (Offices of Real Estate Appraisers) and PSC R411 (Support-Professional: Real Property Appraisals). Performance period is 60 days from contract award, with appraisal reports delivered as unlocked PDF documents. The government will conduct compliance review with feedback within 30 days; revisions must be completed within 10 days. Responses are limited to four pages and must include company information, UEI, CAGE code, point of contact, business category identification, and a capability statement addressing relevant experience with real property appraisals and grazing land valuations.
