The Department of the Interior's Interior Business Center seeks appraisal services for 28 allotted land tracts on Navajo Nation lands in New Mexico, with proposals due May 14, 2026 (extended from May 6). The procurement is a 100% small business set-aside under NAICS 531320, firm-fixed-price.

The appraiser must provide a statement of qualifications, list at least three prior vacant land appraisal assignments for similar lands in Western New Mexico or the Navajo Reservation completed within the past ten years, and provide federal government contract references if not previously contracted with the Appraisal and Valuation Services Office within the past five years.
Target delivery is 60 calendar days from contract award, with a maximum 100-day performance period; preference applies to quotes meeting or exceeding the 60-day target. Evaluation ranks technical qualifications (Factor A) as most important, followed by past performance (Factor B) and delivery (Factor C) as combined more important than price (Factor D). Offerors may submit alternate scenarios with different delivery timelines and pricing. Format vetting with the review appraiser prior to final submission is permissible and encouraged. All offerors must register in SAM.gov with an active UEI, acknowledge receipt of Amendment 0001 (posted May 13), and provide notification of intent to submit by May 11. Questions were due May 11.
