About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking a contractor to provide comprehensive mensa operations and food services at the Darby Military Community in Livorno, Italy. The contractor must furnish all labor, management, tools, supplies, chemicals, and supervision necessary to purchase food ingredients, prepare, cook, and serve food and beverages, and maintain facility cleanliness. Performance must comply with both U.S. Army food service regulations—including AR 30-22, DA PAM 30-22, DA PAM 738-750, TB MED 530, FM 21-10, FM 10-23, FM 10-24, and TM 10-412—and applicable Italian regulations, including A.S.L. standards and food safety law (D.lgs. 81/2008). This procurement will be conducted as a Request for Quotation (RFQ) resulting in a Firm Fixed Price Requirements Type Contract. The pre-quote conference and site visit were originally scheduled for March 18 and March 20, 2026, respectively; however, new dates for both events will be posted shortly. The solicitation itself is expected to be released within the next few days, with a proposal submission deadline of April 3, 2026.

This opportunity carries no set-aside designation and will be awarded as a firm fixed-price contract for a one-year base period (July 1, 2026 through June 30, 2027) with four additional one-year option periods extending through June 30, 2031. No specific budget range or award value has been disclosed in this pre-solicitation notice, nor have any potential incumbent contractors been identified. Interested vendors should note that the contracting method is an RFQ, indicating that firms will be expected to provide detailed cost quotations along with their technical proposals. The contractor will be responsible for all operational and logistical aspects of mensa operations under strict adherence to both U.S. military and Italian host nation standards and regulations.
