About this opportunity
The National Institutes of Health (NIH), specifically the National Library of Medicine's Center for Information Technology (CIT), has issued a Special Notice for procuring an annual subscription to InCommon services. The notice, published on December 19, 2024, with a response deadline of December 23, 2024, is for Identity Access Management (IAM) Services. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures and is intended to be awarded on a sole source basis to Internet 2 through solicitation No. 75N97025Q00019. The opportunity is categorized under the Software Publishers NAICS code 513210 and involves IT and Telecom Business Application Software. This is not a competitive solicitation, but rather a targeted procurement for specific identity management services.
Contractors interested in responding to this Special Notice must submit their authorization and price quote within three calendar days of the announcement. The primary objective is to secure an annual subscription for InCommon, which includes two additional Identity Provider (IdP) subscriptions and an Eduroam Connector Fee. Eligible companies must demonstrate their capability to provide these specific IAM services and submit their information directly to the specified points of contact: tom.serafini@nih.gov and millerkar@nih.gov. While the notice does not indicate a specific set-aside for small businesses or other preferential categories, it requires potential vendors to quickly provide comprehensive capability documentation. The sole source nature of the procurement suggests that Internet 2 is the preferred or only qualified provider for these specific identity management and authentication services for the NIH's Center for Information Technology.
