About this opportunity

The National Oceanic and Atmospheric Administration seeks annual shipyard services for the Research Vessel Shearwater, a 62-foot aluminum high-speed catamaran, with proposals due August 17 at 11:00 AM EST. This is a total small business set-aside under NAICS 336611 with a size standard of 1,300 employees.

All work shall be performed at the contractor's facility within 200 nautical miles of Santa Barbara, California, with NOAA responsible for sea transport to and from the facility. Place of acceptance is Channel Islands National Marine Sanctuary, Santa Barbara. The performance period runs September 1, 2026, through April 30, 2027, with all work completed by April 30, 2027.

Scope includes dockside servicing of two breathing air compressors (Bauer Mariner II and Bauer DMT08-E3) with pressure testing to specified PSI and OSHA-compliant air-test reports; two Northern Lights generators (port 12 kW, starboard 20 kW) requiring fluid sampling, anode replacement, oil and filter changes, bearing inspections, and 30-minute operational testing at maximum rated amps; and two John Deere 6135SFM85-M4 main engines (Twin Disc MG-5114A transmissions) serviced by John Deere-certified technicians, including seawater pump overhauls, fluid sampling, anode replacement, and dock and sea trials. Haul-out work includes pressure-washing, blocking at 36 inches minimum clearance, bottom paint repair per International Paints standards, Prop-speed recoating, through-hull and seacock inspection, pressure testing at 3.0 PSI, and main deck reprofiing using epoxy-coated copper slag blasting. All welding must be performed by certified welders using 5083 alloy plate and 5183 filler wire with USCG, ABS, or equivalent certifications. All work must comply with current ABYC and USCG Subchapter T requirements.

Evaluation is on a lowest-price technically acceptable, pass/fail basis across three criteria: Technical Acceptability/Capability (demonstrating relevant experience with aluminum high-speed catamaran vessels and aluminum welding within the past two years); Past Performance (assessed via contractor-provided references and government sources); and Price (firm fixed-price, all-or-none, with Net 30 payment terms). Contractors must submit active SAM registration with UEID/CAGE code, completed Past Performance Reference forms, equipment specification sheets, and signed SF-30 acknowledging Amendment 0002. Questions were due August 3; Amendment 0002 (posted August 12) extended the original July 22 due date to August 17. Service Contract Act wage rates WD 2015-5647, Revision 27 (dated May 13, 2026) apply. Site visits are highly recommended and may be scheduled with LT Daniel Lucas at 805-450-1504 or voc.cinms@noaa.gov.
