About this opportunity

The U.S. Food and Drug Administration's National Center for Toxicological Research (NCTR) Division of Biochemical Toxicology is seeking annual service for eighteen specialized instruments: six TSI 3321A Aerodynamic Particle Sizers (APS) and twelve TSI Aerodynamic Particle Diluter Model 3302a units. These instruments are critical for aerosol inhalation studies, with the APS being the only instrument capable of real-time aerodynamic particle size determination that fits into class III glove boxes used for toxic inhalation studies. The particle diluters are essential for reducing particle counts in primary aerosols to levels that can be analyzed by the APS units. Interested parties must submit capability statements by July 16, 2025, at 13:00 hours Central Time to david.kramer@fda.hhs.gov. The procurement falls under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance) and is targeted at small businesses with a size standard of $34 million.

This procurement does not include any set-aside designations, though the FDA encourages responses from both small businesses and Other Than Small Business (OTSB) concerns to determine future acquisition strategies. The contract includes a base performance period from September 1, 2025 through August 31, 2026, with three optional one-year extensions that could extend the total contract period through August 31, 2029. Service will be performed at the contractor's facility, with a certificate of calibration required after service completion. The government files do not identify any incumbent contractors or specific award values, though the focus on small business participation suggests the FDA is evaluating market capabilities for this specialized equipment maintenance requirement. The procurement represents a potential four-year commitment for maintaining these critical research instruments used in toxicological studies.

Notice text

The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Biochemical Toxicology requires annual service for six TSI 3321A Aerodynamic Particle Sizers (APS) and twelve TSI Aerodynamic Particle Diluter Model 3302a.

Knowing particle size is critical in meeting the standards for aerosol inhalation studies. The APS is the only instrument capable of real-time aerodynamic particle size determination in a footprint that will fit into our class III glove boxes used for toxic inhalation studies. The Aerodynamic Particle Diluters are required for bringing the particle count of our primary aerosols down to a level where they can be analyzed by the APS.
