About this opportunity

The U.S. Food and Drug Administration's National Center for Toxicological Research, Division of Biochemical Toxicology, is procuring annual service for six TSI 3321A Aerodynamic Particle Sizers and twelve TSI Aerodynamic Particle Diluter Model 3302a instruments through solicitation number 75F40125Q126188. These specialized instruments are critical for aerosol inhalation studies, with the APS being the only instrument capable of real-time aerodynamic particle size determination that fits into class III glove boxes used for toxic inhalation studies. The service requirements include comprehensive maintenance such as cleaning capillaries and laser housings, replacing O-rings and filters, adjusting pressure drops and flows, leak testing, and calibration following OEM specifications. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and will be conducted as a full and open competition. Questions were due by August 14, 2025, and offers must be submitted by August 28, 2025, both at 1:00 PM Central Time to david.kramer@fda.hhs.gov.

This opportunity has no set-aside designation and is open to all qualified contractors, with a small business size standard of $34 million. The contract includes a base period from September 1, 2025 through August 31, 2026, with three option years that could extend the agreement through August 31, 2029, creating a potential four-year service arrangement. The solicitation specifies maintenance for a total of eighteen pieces of equipment (six particle sizers and twelve particle diluters), with all work to be performed at the contractor's facility rather than on-site at the FDA. The government will ship the instruments to the selected service provider and requires certificates of calibration upon completion of each service cycle. No incumbent contractor or potential award values are specified in the available documentation.

The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Biochemical Toxicology requires annual service for six TSI 3321A Aerodynamic Particle Sizers (APS) and twelve TSI Aerodynamic Particle Diluter Model 3302a. Knowing particle size is critical in meeting the standards for aerosol inhalation studies. The APS is the only instrument capable of real-time aerodynamic particle size determination in a footprint that will fit into our class III glove boxes used for toxic inhalation studies. The Aerodynamic Particle Diluters are required for bringing the particle count of our primary aerosols down to a level where they can be analyzed by the APS.
