About this opportunity

The Naval Supply Systems Command (NAVSUP Fleet Logistic Center Pearl Harbor) is soliciting annual preventive maintenance and calibration services on Stanhope-Seta FAME in Multifuels laboratory equipment, with responses due June 3, 2026. This is a sole-source procurement under FAR 12.102 for commercial services; the Small Business Office concurs with the non-competitive approach. Restrictive rights held by Lazar Scientific, Inc., the exclusive United States sales and service representative for Stanhope-Seta products, support the sole-source justification, along with factory-trained technician and warranty protection requirements.

Place of performance is Joint Base Pearl Harbor Hickam, Hawaii (300 Neches Avenue, CNIC JB Fuels Department Laboratory). The contract covers maintenance and calibration on two Stanhope-Seta SA5200-0 analyzers (serial numbers 1045568 and 1085162) for the period June 12, 2026 through June 11, 2027, with a maximum of one service trip required annually.

The contractor must perform work in accordance with Original Equipment Manufacturer specifications, supply preventive maintenance checklists and field reports within five business days of completion, and provide telephone and technical support during standard business hours (7:30 A.M. to 4:00 P.M., Monday through Friday). Consumable materials and spare parts are contractor-supplied. All contractor personnel must be U.S. Citizens or U.S. Nationals, obtain Department of Defense Common Access Cards, and complete background investigations and Information Assurance training. Work is restricted to on-site performance during standard business hours, excluding federal holidays.

The NAICS code is 541380, Testing Laboratories and Services. The PSC code is J066, Maint/Repair/Rebuild Of Equipment—Instruments and Laboratory Equipment. Service Contract Act prevailing wage rates apply. This combined synopsis/solicitation constitutes the only solicitation document; written solicitations will not be issued.
