About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) Veterinary Services has issued a Special Notice for an annual maintenance agreement for DBRL centrifuges used at the National Veterinary Services Laboratory (NVSL). The opportunity is a sole-source procurement directly with Beckman Coulter, the original equipment manufacturer of the centrifuges. This procurement is being conducted under FAR 8.405-6 guidelines, which allows for limited-source justification when a single manufacturer possesses unique expertise. The market research confirmed that Beckman Coulter is the only authorized provider capable of performing comprehensive maintenance and service for these specific laboratory instruments. The opportunity is classified under the Analytical Laboratory Instrument Manufacturing NAICS category and Inspection-Maintenance and Repair Shop Equipment PSC category.
The primary objective of this Special Notice is to secure a maintenance agreement that ensures optimal performance and minimal downtime for critical laboratory centrifuges through manufacturer-direct servicing. The contract will cover performance checks, preventive maintenance, and on-site servicing by Beckman Coulter's certified field engineers who have specialized knowledge of different centrifuge models. The maintenance agreement is for one year, with a posted date of March 10, 2025, and a response deadline of March 14, 2024. Only Beckman Coulter is eligible to provide these services due to their unique position as the sole manufacturer with the requisite expertise, training, and ability to provide original manufacturer parts. The service will include comprehensive maintenance tailored to laboratory requirements, with field engineers conducting on-site evaluations and repairs as needed. No additional requirements such as travel clearances or special data rights are associated with this maintenance contract. The overall goal is to maintain the laboratory's equipment in compliance with accreditation standards and minimize potential workflow disruptions.
