About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey for a multi-year annual Gantry Crane inspection contract in support of Customs and Border Protection (CBP) within the Department of Homeland Security. The procurement seeks professional services for OSHA-mandated inspections, load testing, and certification of overhead Gantry Cranes at 13 locations across multiple states including Texas, California, Arizona, Maine, and Washington. Interested vendors must submit a comprehensive capability statement that includes relevant previous contracts, years in business, ability to meet all SOW requirements, and their programmatic approach to accomplishing the work. Evaluation criteria will focus on vendors' past performance, technical capabilities, and capacity to provide complete inspection and certification services for 1-ton and 2-ton Gantry Cranes. All market survey responses must be electronically submitted to jason.m.perry@faa.gov by 4:00 p.m. Central Time on April 2, 2025, with "MARKET SURVEY RESPONSE: MULTI YEAR ANNUAL GANTRY CRANE INSPECTION" in the email subject line.
The market survey does not have a specific small business set-aside designation and will be open to all qualified vendors. The base contract period is estimated from August 25, 2025, to October 24, 2025, with four additional one-year option periods potentially extending the contract through October 22, 2029. While specific budget ranges are not disclosed in the pre-solicitation notice, the contract will support mobile surveillance programs including Mobile Surveillance Capability (MSC), Mobile Surveillance Capability Lite (MSC-L), and Mobile Video Surveillance System (MVSS). The scope involves inspecting Gantry Cranes with various hoist configurations from manufacturers like Harrington, CM, and Black Bear. Vendors are required to provide detailed site inspection reports to the FAA Logistics Management Specialist in Oklahoma City and attach certification labels to the equipment upon completion of inspections.
