About this opportunity
The United States Coast Guard Base Ketchikan is seeking a contractor to provide annual preventative maintenance and testing services for oil-fired boilers and water heater systems located throughout the base facilities. This combined synopsis/solicitation for commercial items requires comprehensive maintenance on 12 boilers and water heaters across multiple buildings including the Admin Building, MAT Building, Warehouse, Industrial Production Facility, Boathouse, Commanding Officer's Quarters, Armory, Medical Clinic, Galley, and UPH/Barracks. The contractor must provide all labor, materials, tools, equipment, supervision, engineering services, and transportation necessary to complete the preventative maintenance, cleaning, and testing in accordance with manufacturer specifications, NFPA 31, and relevant federal regulations. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process, with the award going to the offeror with the lowest evaluated price that meets the technical acceptability standards. The solicitation was posted on July 14, 2025, with proposals due by July 28, 2025, and bidders must submit their proposals directly to the Contracting Officer at Benjamin.R.Reedy@uscg.mil.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The contract structure includes a base year performance period from the time of award through September 30, 2025, and one option period from August 1, 2026, to September 30, 2026. The contractor must complete all maintenance work within 35 calendar days of award notification and operate during normal base hours (7:00 am to 4:00 pm, Monday through Friday). All work will be performed at USCG Base Ketchikan, Alaska, and the contractor must submit a detailed report within 15 business days of completion that includes equipment information, inspection results, pre and post-maintenance exhaust gas readings, and any identified code violations or deficiencies. The government intends to award a firm-fixed-price contract, with pricing structured to cover all associated costs including mobilization, equipment, and administrative expenses. A correction to the Statement of Work has removed the previously required State of Alaska Fire Systems permit requirement from paragraph 11.3A.
