About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential contractors capable of repairing two electronic countermeasure components for the AN/ALQ-172 system: BIT Limiters (NSN 5895-01-267-7728EW, Part Number 0036002-1) and Down Converters (NSN 5895-01-267-7705EW, Part Number 0498036-1). These components support B-52H, MC-130H, and AC-130U aircraft fleets and are critical to maintaining electronic warfare system readiness. Contractors must possess repair data, technical expertise, and capabilities to meet qualification requirements while furnishing all materials, support equipment, tools, test equipment, and services necessary for repairs. The evaluation will assess contractor capability based on facility capabilities, quality assurance processes, CMMC cybersecurity certification status, past repair experience with similar components, technical data access and generation capabilities, obsolescence mitigation strategies, and Rough Order of Magnitude pricing estimates. Responses to the Contractor Capability Survey must be submitted by February 10, 2026, to Carson Best (carson.best@us.af.mil) and John Winslett (john.winslett.1@us.af.mil), and contractor performance will ultimately be measured through the Contractor Performance Assessment Reporting System (CPARS) with standards including no more than two Product Quality Deficiency Reports per contract year and routine delivery within five working days of scheduled time.

No set-aside has been designated for this procurement, though small businesses are encouraged to participate and identify teaming arrangements if necessary. Raytheon Company is identified as the known sole source contractor, though the Government is actively seeking alternative qualified sources through this market research. The procurement involves a one-time award estimated at 25 BIT Limiters and 15 Down Converters, with specific turnaround time requirements including MICAP and Surge repairs within 10 business days and routine repairs within five working days. The components are classified as RMC R4/RMSC R, indicating first-time repair directly from the original manufacturer, with the Government lacking adequate technical data or data rights and determining that data acquisition or reverse engineering would be uneconomical. Contractors must maintain ISO 9001:2000/ANSI/ASQC Q92 quality management systems, comply with SECRET-level security clearance requirements, and establish Supply Chain Risk Management and Continuity of Operations plans to support this mission-critical repair requirement.

Update #2 · Latest ·

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the following subassemblies:

  • Platform: AN/ALQ-172; NSN: 5895-01-267-7728EW; Part Number: 0036002-1; Nomenclature: BIT Limiter
    (a.k.a Limiter, Electrical)
  • Platform: AN/ALQ-172; NSN: 5895-01-267-7705EW; Part Number: 0498036-1; Nomenclature: Down Converter
    (a.k.a Converter, Frequency)

The level of security clearance and amount of foreign participation in this requirement has not been determined.
The RMC/RMSC for each of the listed subassemblies is R4/R. RMC R4 indicates repair, for the first time, directly from the actual manufacturer. RMSC R indicates the Government does not have adequate data, lacks rights to data, or both needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part.

The Government does not own or have access to the data for these items. The Government has determined that this system is a military unique item.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

The known sole source contractor for this effort is Raytheon Company.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

Please refer to Attachment 1 for full RFI details and Attachment 2 for the draft Peformance Work Statement.

AMEND01 - 28 Jan 2026
