About this file

This is a Request for Information (RFI) for repair services of AN/ALQ-172 LRU-8 subassemblies issued by the U.S. Air Force on January 26, 2026. The Government seeks to identify potential sources capable of repairing two electronic countermeasure components: BIT Limiters (NSN 5895-01-267-7728EW, Part Number 0036002-1) and Down Converters (NSN 5895-01-267-7705EW, Part Number 0498036-1). These components are part of the LRU-8 Phased Array Antenna Subsystem used in B-52 aircraft electronic warfare systems. The repair strategy involves a one-time award with a Best Estimated Quantity of 25 BIT Limiters and 15 Down Converters. The known sole source contractor is Raytheon Company, though the Government is conducting market research to identify alternative qualified sources. Both components are classified as RMC/RMSC R4/R, indicating repair for the first time from the original manufacturer with Government lack of adequate technical data or data rights, and determinations that data acquisition or reverse engineering are uneconomical.

Contractors must provide all materials, support equipment, tools, test equipment, and services, with responsibility for maintaining and calibrating all required support equipment. Replacement parts must equal or exceed original quality standards. The RFI includes a Contractor Capability Survey requiring responses addressing business information, facility capabilities, quality assurance processes, AS9100 certification, CMMC cybersecurity compliance status, repair experience with similar components, technical data access, commercial pricing practices, and a Rough Order of Magnitude cost estimate. Responses must be submitted via email to Carson Best (carson.best@us.af.mil) and John Winslett (john.winslett.1@us.af.mil) by a deadline to be specified by the Government. Small businesses are encouraged to participate and should identify teaming arrangements if full capability is lacking; the Government has made no set-aside determination but will evaluate small business responses to inform future contracting strategy. Participation in this market research does not guarantee participation in future solicitations, and the Government will not reimburse response costs.

AN/ALQ-172 LRU-8 BIT LIMITERS AND DOWN CONVETERS REPAIR

CAUTION:

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the following subassemblies:

Table 1- AN/ALQ-172 LRU-8 Subassemblies Platform NSN Part Number Nomenclature AN/ALQ-172 5895-01-267-7728EW 0036002-1 BIT Limiter

(a.k.a Limiter, Electrical) AN/ALQ-172 5895-01-267-7705EW 0498036-1 Down Converter

(a.k.a Converter, Frequency)

The level of security clearance and amount of foreign participation in this requirement has not been determined.

The RMC/RMSC for each of the listed subassemblies is R4/R. RMC R4 indicates repair, for the first time, directly from the actual manufacturer. RMSC R indicates the Government does not have adequate data, lacks rights to data, or both needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data.

It is uneconomical to reverse engineer the part.

The Government does not own or have access to the data for these items. The Government has determined that this system is a military unique item.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

The known sole source contractor for this effort is Raytheon Company.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The document(s) below contain a description of the BIT Limiter and Down Converter repair requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.

Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the Government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to the Government Contracting Office (Carson Best; carson.best@us.af.mil) and the PM (John Winslett;

john.winslett.1@us.af.mil).

AN/ALQ-172 LRU-8 BIT LIMITERS AND DOWN CONVETERS REPAIR

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the ALQ-172 LRU-8 components listed below:

NOUN NSN P/N

BIT Limiter 5895-01-267-7728EW 0036002-1 Down Converter 5895-01-267-7705EW 0498036-1

This requirement is for repair services. Our repair services strategy is a one time award with a Best Estimated Quantity (BEQ) of 25 BIT Limiters and 15 Down Converters.

The Government’s needs for repair services are required in order to support current B-52 electronic countermeasure mission requirements. The items included in this RFI are part of the LRU-8 Phase Array Antenna which is part of a suite of Electronic Countermeasure (ECM) equipment referred to as the ALQ-172. System design features of the ALQ-172 include full automation, multi-band coverage, simultaneous multiple threat recognition and jamming, and digital computer control, advanced jamming techniques, a high effective radiated power value, threat re-programmability, a high-gain antenna array, a threat warning display, dual Military Standard (MIL-STD)-1553 data bus interfaces and extensive built-in-test capabilities.

The LRU-8 provies the ALQ-172 high band Phased Array Antenna Subsystem (PAAS) with an electronically steerable antenna beam in the azimuth plane and a fixed antenna beam in the elevation plane. The high band PAAS consists of identical right and left antenna FWD and AFT (LRU-8R or LRU-8L, respectively). The configuration provides the aircraft with full azimuth hemispheric ECM coverage, the dual circulator driver, BIT limiter, Down Converter, and IF phase shifters.
