About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 has issued a Special Notice for metabolomics and proteomic lab services at the Durham VA Medical Center. The agency intends to award a sole source purchase order to Duke University Substrate Services Core & Research Support for specialized laboratory services related to a research and development study. This procurement involves conducting targeted mass spectrometry and protein profiling analysis on liver tissue samples as part of research into plasma-based signatures following hepatitis C virus (HCV) cure in Veterans with severe liver disease. The work will utilize advanced analytical techniques including LC-MS/MS profiling with Q500, oxylipin, and bile acid kits to quantify various biological compounds including amino acids, lipids, fatty acids, and proteins. The period of performance is designated as a one-time service, and the justification for sole source procurement is cited under FAR 13.106-1(b).

The primary objective of this Special Notice is to inform potential contractors of the government's intent to proceed with sole source procurement while providing an opportunity for other qualified businesses to demonstrate their capabilities. Interested contractors must submit written responses by 10:00 AM EST on June 27, 2025, to Christian.rosadoramirez@va.gov, with telephone requests explicitly not accepted. To be considered, businesses must provide detailed supporting evidence demonstrating their ability to perform the specialized metabolomics and proteomic analysis requirements, including relevant past experience and technical expertise in mass spectrometry and biomarker research. The procurement falls under NAICS code 541715 for Research and Development in Biotechnology, and while responses will be considered by the government, the final determination to compete or proceed with sole source remains at the government's discretion. This notice specifically states it is not a request for competitive quotes, and no solicitation documents are available for distribution.
