The Department of the Air Force Materiel Command Air Force Sustainment Center anticipates soliciting a competitive 8(a) contract for aircraft painter labor and technical services at Warner Robins Air Logistics Complex, Robins Air Force Base, Georgia, with a sources-sought response deadline of October 21, 2026.
Work is performed at WR-ALC in multiple hangars supporting depot-level paint and de-paint operations for C-5, C-17, C-130, F-15, and Global Hawk weapon systems. The contract requires two labor categories: Aircraft Painter (Wage Grade 4102-9 equivalent) with minimum Journeyman-level proficiency and two years hands-on experience, and Contractor Supervisor (WG-4102-10 equivalent). New hires may qualify through a 90-day training period under direct supervision. The supervisor-to-employee ratio is 1:20, with no Temporary Duty travel authorized. For initial task order award, the contractor must achieve operational readiness matching incumbent workforce levels within 14 calendar days and reach 100% authorized staffing within 90 calendar days; subsequent task orders require 100% staffing within 45 days. A minimum monthly 95% staffing fill rate per position is mandatory, with vacant positions backfilled within 30 calendar days.
All personnel require Secret security clearances, base identification and vehicle passes, Common Access Cards, Controlled Area Access Cards, and airfield driving permits. Personnel must complete mandatory initial and annual physicals and respirator fit tests at contractor expense. The contractor provides all Personal Protective Equipment meeting OSHA and Department of Air Force standards. Typical work hours are 0600–1400 Monday through Friday, though overtime and other shifts may occur with 48-hour notice. A Quality Control Plan must be submitted within 30 days of award. The contractor must establish a safety program with zero Class A or B mishaps and no more than two Class C mishaps per contract year.

The Contractor shall provide all labor and technical services for depot on-site paint and de-paint operations at Warner Robins Air Logistics Complex (WR-ALC), 402d Aircraft Maintenance Group (AMXG), Robins Air Force Base (AFB), Georgia in support of daily operations in relation to current and incoming workload for the C-5, C-17, C-130, F-15, and Global Hawk, weapon systems to include future paint and de-paint workload as necessary.
