About this opportunity

The Department of the Army Florida Army National Guard seeks a commercial off-the-shelf HD marine observation camera system as a life cycle replacement for the FG35AM Camera Infrared, Industrial SeaFLIR-230, with proposals due August 13, 2026 at 10:00 AM EDT. The procurement is set aside for women-owned small businesses (WOSB).

Place of performance is St. Augustine, Florida. The system must feature two-axis gyro stabilization, 8-megapixel CMOS sensor, 25X optical zoom with horizontal field of view of 2.4 to 49.5 degrees, mid-wave infrared cooled thermal imager with thermal detection capabilities up to 35 kilometers, 12-kilometer laser rangefinder, continuous zoom and command and control software with slew-to-cue via NMEA 0183 protocol, GPS sensor integration, and rugged IP67-rated housing. The revised Product Description, issued August 7, specifies the FLIR M460 as the baseline platform, correcting the original specification which contained mathematically inconsistent zoom and field-of-view parameters. The agency has confirmed that deviations from specifications meeting intended operational capability will be considered. Delivery is firm by September 30, 2026; the agency will not extend schedules to accommodate production lead times. This is product delivery only; installation, integration, training, and commissioning are not required. The solicitation is firm fixed price. One unit is being procured. NAICS code is 333310, Commercial and Service Industry Machinery Manufacturing. Award will be made to the lowest-price offeror whose quote is acceptable and conforms to all solicitation requirements. Quotes must remain valid for 60 days from closing date. Submit quotes to douglas.d.divine.civ@army.mil.
