About this file
This document is a Questions and Answers (Q&A) compilation addressing clarifications on a federal contract opportunity for thermal and optical camera equipment. The solicitation seeks a maritime surveillance camera system combining visible and thermal imaging capabilities with integrated laser rangefinding technology. The agency currently operates a Seaflir230 unit purchased in 2013 and has evaluated comparable systems including Infiniti Optics and FLIR M460 products; specifications are based on these existing platforms but deviations meeting intended operational capability will be considered. Technical requirements include: visible camera with 75° to 1.18° field-of-view range (may be met by combined modules, not necessarily a single unit), 8MP 30X zoom capability (8MP 49X acceptable), thermal imaging with 35-kilometer vessel/vehicle detection capability under Johnson Criteria in maritime environments, and laser rangefinder with 12-kilometer maximum range and 6-kilometer NATO vehicle detection standard. The system must provide command-and-control software integration via API compatible with third-party systems. Delivery is required by September 30, 2026, and this deadline is firm; the agency will not extend schedules to accommodate manufacturer production lead times. Installation, integration, training, and commissioning are not required—this is product delivery only. The nonmanufacturer rule does not apply. Quotes must be submitted to Douglas Divine at douglas.d.divine.civ@army.mil. The closing date was extended to August 13 at 10:00 a.m. EST, with additional Q&A sets to be incorporated into solicitation amendments.

Q&A Set 1
Q1. Must a single visible-camera module provide the complete 75° to 1.18° field-of-view range, or does this describe acceptable options within the camera system?
A1. This requirement may be met by the camera system as a whole; a single camera module is not required to provide the entire range.
Q2. Does the 35-kilometer thermal-detection requirement refer to vehicle detection under Johnson criteria?
A2. Yes
Q3. What target size must the laser rangefinder measure at 12 kilometers?
A3. LRF MAX Range: 12km / NATO vehicle detection: 6km
Q4. Are installation, integration, training or commissioning required, or is this a product-delivery-only requirement?
A4. No, product-delivering only
Q5. Does the Nonmanufacturer Rule apply to this acquisition, and has an SBA waiver been issued or requested?
A5. The nonmanufacturer rule does not apply to this action.
Q6. Please confirm the correct email address for final quote submission.
A6. Send quotes to Douglas Divine, douglas.d.divine.civ@army.mil
Q&A Set 2
Q1. Is there an intended manufacturer, model number or existing system that the requested equipment must match?
A1. We currently have a Seaflir230 purchased in 2013. Our specifications are based on our current camera. We’ve looked at some of the Infiniti Optics options as well as the FLIRM460 among others.
Q2. Are the listed specifications minimum requirements, or will the agency consider a system with minor technical deviations?
A2. Deviations will be considered.
Q3. Does the 35-kilometer requirement refer to detecting a person, small vessel, vehicle or another target?
A3. Vessel/vehicle
Q4. What atmospheric conditions and detection criteria should be used to evaluate the 35-kilometer requirement?
A4. Maritime environment
Q5. May separate visible and thermal camera modules collectively satisfy the listed field-of-view requirements?
A5. yes
Q6. Is September 30, 2026 delivery date firm?
A6. yes
Q7. Would the agency consider extending the delivery schedule based on the manufacturer’s estimated 6–9-month production lead time?
A7. No
Q8. Will an amendment be issued to clarify or revise the technical requirements?
A8. Yes. Q&A sets will be added to the solicitation. The closing date will be extended.
Q&A Set 3
Q1. Visible-camera field of view: The solicitation requires an 8MP, 30X camera with a field of view ranging from 75° to 1.18°. Infiniti advised that it does not o er this exact combination and is not aware of an 8MP zoom module that meets it. Would an 8MP, 49X camera that provides the closest available performance be acceptable?
A1. Yes
Q2. 35-kilometer thermal detection: What target type and size should be used to evaluate this requirement? Should compliance be based on Johnson Criteria for a 2.3 m × 2.3 m vehicle, a person, a small vessel, or another target?
A2. Yes, base it on Johnson Criteria; Vehicles and Vessels
Q3. Laser rangefinder: What target size and measurement standard should be used for the 12-kilometer ranging requirement? Infiniti’s proposed LRF20 reaches di erent distances depending on the target and testing standard.
A3. Johnson Criteria - LRF: 12KM / NATO 6KM
Q4. Command-and-control software: Would an API that can be integrated with existing third-party command-and-control software satisfy the requirement, or must the contractor provide a complete standalone C2 software package?
A4. An API can be used. Requirements were based on Flir due to our current equipment integrating with their C2 software.
Q5. Intended equipment: Is there a specific manufacturer, model number, or existing system that the requested camera must match? The manufacturer believes the specifications may combine features from more than one product line.
A5. We currently have a SeaFlir230 from 2013. Our specifications were based on this model and equipment along with the FlirM460.
Q6. Technical deviations: Will the agency consider a system that meets the intended operational capability but has minor deviations from the exact listed specifications?
A6. Yes
Q7. Delivery deadline: Infiniti advised that delivery by September 30, 2026 is not possible because of current MWIR sensor and lens shortages. Is the delivery date firm, or would the agency consider an extended production schedule?
A7. Yes
Q8. Solicitation amendment: Does the agency plan to issue an amendment clarifying the technical requirements and delivery schedule?
A8. Yes. Q&A sets will be added to the solicitation. The closing date will be extended to 13 August at 10:00 a.m. EST.
