About this opportunity

The Department of the Air Force seeks sustainment of Schneider Electric Power Monitoring Expert software suites supporting its Advanced Meter Reading System platform, with proposals due July 22, 2026; this is a Competitive 8(a) Set-Aside that restricts competition to certified 8(a) firms.

The requirement covers software sustainment for 46 PME license suites currently deployed across multiple Air Force bases in CONUS and OCONUS locations, with optional procurement and sustainment of up to 30 additional license suites over the contract life. Place of performance is Tyndall Air Force Base, Florida, with delivery of software updates via web interface or CD/DVD media to the AMRS Program Management Office. The NAICS code is 513210 (Software Publishers) and PSC is DA10 (IT and Telecom—Business Application/Application Development SaaS).

The contract establishes a six-month base period commencing September 14, 2026, followed by four optional one-year periods extending through September 2031. Each license supports up to 2,000 electrical meters with 15 data points per meter. Contractor must deliver Service Level Agreement performance at the Schneider Eco Structure Service Plan level, with response times not exceeding 15 minutes average for issue acknowledgment and 2-day average for issue resolution, tracked monthly and reported in mandatory Monthly Status Reports due by the fifth of each month.

All contractor personnel require U.S. citizenship and background checks; on-site work within Air Force facilities requires Government escort. The contract is subject to DoDI 8510.01 Risk Management Framework and AFI 17-130 cybersecurity requirements. Contractor personnel must obtain CMMC Level 1 certification for systems processing Federal Contract Information.

Evaluation uses Lowest Price Technically Acceptable source selection, with technical proposals limited to 10 pages addressing software sustainment capability, SLA compliance, license management processes, and deliverables. Past performance is evaluated as acceptable or unacceptable using CPARS data. Service Contract Act prevailing wage rates apply per Wage Determination 2015-4559, Revision 32 for Bay County, Florida. FED-ITC LLC and JBW Federal are excluded due to organizational conflicts of interest. An official Questions and Answers document was incorporated into the solicitation package effective July 20, 2026, clarifying that the PWS reflects a 2,000-device-per-license maximum (not unlimited), pricing may be structured year-by-year with escalation, and no bonding is required.
