About this file
This is a Questions and Answers (Q&A) document from the Air Force addressing contractor inquiries regarding solicitation FA8051-26-Q-4005 for AMRS Software and Sustainment, issued as of July 20, 2026.
The government clarified several key contract requirements. Regarding the Schneider Electric Power Monitoring Expert (PME) software platform, the unlimited electrical meters requirement will be updated to reflect the current industry standard of 2,000 devices per license, removing the "unlimited" language from the PWS. Contractors may structure PME license pricing on an option-year basis rather than a single entry for the entire five-year contract period (September 2026 through September 2031), with appropriate price escalation. The government acknowledged Schneider's anticipated transition from perpetual to subscription licensing by 2030 but requires bidders to provide pricing based on perpetual licensing through the entire performance period; if the manufacturer converts to subscription licensing, the winning vendor must immediately notify the government via RFI, and the parties will engage with the software manufacturer to determine contract modifications or alternatives. No bonding is required. The contract is for software sustainment only with no site surveys, meters, or O&M requirements. Service level expectations include 15-minute response times and 2-day resolution times, tracked monthly through the vendor's system and reported in Monthly Status Reports, with government random sampling for quality oversight. Case closure is determined by the vendor, though government will assess response quality during MSR reviews and annual CPARS evaluations.

| No. | Document and Section | Page | Question | Government Response |
| 1 | Attachment 1 Section 1.3 Existing Software Platform | 2 | PWS states: 1.3 "The total scope of this AMRS enterprise license is for unlimited electrical meters and the 15 data points per electric meter that are required. The USAF can mix and match unlimited number of meters at any base. Contractor question "Schneider Electric no longer sells unlimited device licenses for PME. The maximum amount of device licenses per system is now at 2000 devices. This amount is well beyond the 100-200 devices currently in your systems." Please confirm and remove "Unlimited" from the requirement. | The PWS will be updated to reflect the current software standard of 2000 devices per licenses. |
| 2 | Attachment 3-CLIN Spreadsheet | CLIN 2 | The purchase of new PME license has a single entry for the entire length of the contract from Sept 2026 – Sept 2031. Due to changing costs we would like to provide the govt each Option Year pricing to purchase the PME licenses with proper price escalation. Please confirm this is acceptable. | Please provide pricing for each option year. |
| 3 | Informational Purposes | This is being provided as general information to make the Govt aware : "Schneider is moving away from perpetual licensing to subscription licensing. Currently, Schneider will extend the purchase of perpetual licensing to 2029. Years 2030 and 2031, PME can only be purchased thru subscription. Of course, this could change but we wanted to make the Govt aware." | Please provide your bids in accordance with the SOW thru the entire performance period. Do not assume subscription licensing. In the event licenses are converted to a subscription model by the manufacturer, the winning vendor should immediately notify the Government via an RFI along with expected changes from the software manufacturer. At that time, the Government will engage the software manufacturer directly and determine a way forward. This may include modifying this contract or award a new contract pending the scope and timing of what the software manufacturer is stating. | |
| 4 | Has a NAICS code been determined for this solicitation? If so, please provide it. | |||
| 5 | Does the Project require bonding? | No bonding is required for this effort. | ||
| 6 | Is this an O&M for the entire network or would it be just for PME? | |||
| 7 | Has a site survey been completed for the current sites? Is there opportunity to do so or be provided with results? | This is a software sustainment and procurement contract, no site survey is required. | ||
| 8 | Will meters be provided as needed? | This is a software sustainment and procurement contract, no meters are required. | ||
| 9 | How will the gov’t track the 15 minute response time and 2 day resolution time, calculated monthly? | Tracking will be thru the vendors designated system or program. Averages should be reported by the vendor in any MSR. Government will randomly sample communication timelines for quality oversight. | ||
| 10 | If resolution requires extended troubleshooting, we will provide continuous status updates. Do these updates go to the original person on your side who contacted or should it go elsewhere? | The Government can't answer this directly as an issue may have a host of possibilities. In general, an issue will go back to the POC who contacted the vendor chosen for this contract. | ||
| 11 | For resolution and validity of case closure, is that determined by customer or determined by Schneider Electric Tech’s with the knowledge knowing that it has been resolved? | The determination to close an issue is with the vendor under their response and tracking system. The quality of response will be randomly assessed by the Government with feedback to the vendor in MSR review and annual CPARS evaluations. |
