About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a division of the Department of Justice, is conducting market research through a Request for Information (RFI) to identify qualified sources for ammunition disposal services. This is a pre-solicitation notice and does not constitute a formal solicitation or commitment to award a contract. Prospective contractors must demonstrate capabilities across three primary areas: Program Management (including pickup, transportation, storage, destruction capabilities, scheduling, team structure, and past performance), Security and Compliance (including unauthorized access prevention, chain-of-custody documentation, physical and cyber security controls, and regulatory compliance), and Operations and Maintenance (including ammunition handling capabilities, destruction methods, throughput capacity, and geographic service areas). The government is accepting written questions until 10:00 AM ET on March 23, 2026, with RFI responses due by 4:00 PM ET on Thursday, March 18, 2026. All submissions should be directed to Steven Jaimes, Contracting Officer, at steven.jaimes@atf.gov, and no telephone calls will be accepted as part of this RFI process.

This procurement includes no set-aside designations; however, the government is specifically interested in receiving responses from qualified small business concerns, including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB certified firms. The anticipated contract structure is a Firm-Fixed Price Blanket Purchase Agreement with a performance start date of July 1, 2026, and an initial period through December 31, 2026, with options for a potential five-year total contract term. Pricing will be based on multiple cost components including per-pound destruction fees, administrative charges, per-mile transportation linehaul, per-unit handling charges, per-pallet-month secure storage, and per-month alarmed container fees. The contractor must establish and operate a CONUS-based destruction facility operational within 30 calendar days of contract award and capable of functioning 24/7/365, while also providing on-site mobile ammunition disposal services at ATF-designated locations with response times of 24-72 hours. The specific budget amount has not been disclosed in this pre-solicitation notice, but the scope encompasses destruction of small-arms ammunition for the ATF and supported DOJ agencies including the U.S. Marshals Service, FBI, and DEA.
