About this file
This is a Performance Work Statement (PWS) for ammunition disposal services to be provided to the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Asset Forfeiture and Seized Property Division. The Blanket Purchase Agreement Holder (BPAH) will establish and operate a CONUS-based destruction facility ready within 30 calendar days of contract award, operating 24/7/365 with standard access Monday-Friday 8:30 AM-5:00 PM local time. Core services include receiving, processing, storing, and destroying small-arms ammunition from ATF and supported DOJ non-ATF agencies (USMS, FBI, DEA) under Memoranda of Understanding, with destruction to be completed within 15 calendar days of delivery and Certificates of Destruction (COD) issued within 10 business days. The BPAH must also provide on-site mobile ammunition disposal services at ATF-designated locations, responding to service requests within 24-72 hours with trained personnel qualified in explosive safety and hazardous material handling. The contract is structured as a Firm-Fixed Price (FFP) Blanket Purchase Agreement with pricing components including per-pound destruction and administrative fees, per-mile transportation linehaul, per-unit handling charges, per-pallet-month secure storage, per-month alarmed conex box fees, and annual insurance surcharges, with on-site mobile services priced on a per-service call fee and fixed price per-pound or per-unit basis.
The BPAH must maintain an Asset Inventory management database with real-time government access, establish individual case files for each asset including intake inspection checklists, signed Sub-Task Orders, and digital documentation, and provide monthly status reporting with quarterly Project Management Reviews covering financial status and risk mitigation. Key performance standards require 100% timeliness of COD delivery within 10 business days, destruction completion within 30 calendar days from instruction, intake confirmation photos and signed STOs within 3 business days of receipt, 99.5% data integrity with real-time database access, and zero unauthorized access events. The BPAH must secure comprehensive liability insurance naming ATF as additional insured, maintain 24/7 point of contact availability, implement comprehensive physical security including interior motion cameras, alarmed entries, and card readers with access logs, and immediately report any loss, theft, or damage to the Contracting Officer's Representative (COR) with replacement or reimbursement within 20 days. The anticipated period of performance is July 1, 2026 through December 31, 2026, with the option for a five-year total contract term, subject to COR certification and approval for all major decisions including facility changes, storage location approvals, and destruction methodologies.
