About this opportunity
The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, located in Norfolk, VA, has issued a Notice of Intent to Award on a Sole Source Basis for professional training services. The notice announces NAVFAC's intention to award a contract to the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), headquartered in Peachtree Corners, Georgia, for three specialized online training courses. The procurement is classified under NAICS Code 611430 for Professional and Management Development Training with a small business size standard of $15.0 million. The training courses to be provided through ASHRAE's Learning Institute include HVAC Design Level 1, Thermal Comfort, and Building Commissioning Principles. This sole source procurement meets the conditions specified in FAR 13.106-1(b)(1).
The purpose of this notice is to inform potential contractors of the government's intent to proceed with a non-competitive award while providing an opportunity for interested parties to demonstrate why competition would benefit the government. Contractors who believe they can meet the requirements may submit a statement of capabilities by 10:00 AM EDT on August 21, 2025, via email to the designated contracting officer. The statement must contain clear and convincing evidence that conducting a competitive procurement would be advantageous to the government. If no competitive responses are received that successfully challenge the sole source approach, NAVFAC plans to proceed with a firm fixed price sole source award to ASHRAE, with an anticipated award date of September 19, 2025. The notice explicitly states that no telephone inquiries will be accepted and that respondents bear all costs associated with preparing and submitting their statements of capabilities.
