About this opportunity
The Department of the Army National Guard seeks inspection, maintenance, hydrostatic testing, and recertification of 17 Amerex 600K wheeled Halon fire extinguishers at McEntire Joint National Guard Base in Eastover, South Carolina, with proposals due August 13, 2026 at 12:00 PM EST. This procurement is set aside as a 100% Women-Owned Small Business (WOSB).
Place of performance is Eastover, South Carolina. The Government strongly prefers on-site service using a USDOT-registered, self-contained mobile testing and recertification trailer fully equipped for Halon recovery and hydrostatic testing; if off-site service is proposed, the contractor bears all transportation costs and must detail logistics including secure transportation, turnaround time, and chain-of-custody procedures. Contractor technicians must be fully licensed and certified by the manufacturer or recognized authority (ICC, State Fire Marshal, or NFPA), and all testing equipment and recovery units must have current calibration records and DOT certifications. Work must comply with NFPA 10 standards, DOT cylinder requalification guidelines, and Amerex manufacturer specifications. All work phases include pre-test inspection, EPA-compliant Halon agent recovery with zero atmospheric venting, hydrostatic pressure testing per DOT specifications, post-test processing with replacement of high-wear items using factory-approved parts, recharge and pressurization with dry nitrogen, and functional verification including complete leak testing. Deliverables include permanent hydrostatic test date and pressure markings, weather-resistant service tags with service date and technician license number, and a comprehensive final report with unit serial numbers, test results, parts replacement records, and Halon recovery and recharge weights per unit.
Period of performance runs September 1 through October 30, 2026, with delivery required within 60 calendar days of award. This is a firm-fixed-price contract with a single line item. NAICS code 561990 applies, with a size standard of $16.5 million. Inspection and acceptance occur at both the destination and contractor facility. Service Contract Act wage determinations apply; prevailing wage rates range from $9.81 to $50.66 per hour across occupational classifications, plus fringe benefits of $5.55 per hour or equivalent. Contact David Viers at 803-647-8387 for solicitation information.
