About this file
This is a Performance Work Statement for maintenance, hydrostatic testing, and recertification of up to seventeen (17) 150-pound wheeled Halon fire extinguishers (Amerex Model 600 or equivalent high-pressure steel cylinder units) at McEntire Joint National Guard Base in Eastover, South Carolina.
The contractor must provide all personnel, equipment, tools, materials, supervision, and services to complete the following work phases: pre-test inspection (verification of identification data, visual inspection for corrosion and damage, and carriage/wheel assessment); disassembly and EPA-compliant Halon agent recovery with zero atmospheric venting; hydrostatic pressure testing of cylinders per DOT specifications with measurement of permanent expansion rates; post-test processing including interior drying and replacement of high-wear items such as neck seals, O-rings, and gaskets using factory-approved parts; and recharge, pressurization with dry nitrogen to manufacturer specifications, and functional verification including complete leak testing. All work must comply with NFPA 10 standards, DOT cylinder requalification guidelines, and Amerex manufacturer specifications. The Government strongly prefers on-site service using a USDOT-registered, self-contained mobile testing and recertification trailer fully equipped for Halon recovery and hydrostatic testing. If off-site service is proposed, the contractor must detail logistics including secure transportation, turnaround time, and chain-of-custody procedures, with the contractor bearing all transportation costs. Contractor technicians must be fully licensed and certified by the manufacturer or recognized authority (ICC, State Fire Marshal, or NFPA), and all testing equipment and recovery units must have current calibration records and DOT certifications. Deliverables include permanent hydrostatic test date and pressure markings on each cylinder, weather-resistant service tags with service date and technician license number, and a comprehensive final report listing unit serial numbers, test pressure and expansion results, detailed parts replacement records, and Halon recovery and recharge weights per unit to verify agent accountabilities.

Performance Work Statement (PWS)
Maintenance, Hydrostatic Testing, and Recertification of 150# Wheeled Halon Fire Extinguishers
McEntire Joint National Guard Base, South Carolina
1.0 General Information
1.1 Objective
The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform inspection, maintenance, agent recovery, hydrostatic testing, and recertification of up to seventeen (17) 150 lb. wheeled Halon fire extinguishers (Amerex Model 600 or equivalent high-pressure steel cylinder units).
1.2 Place of Performance
All services shall be coordinated with the technical point of contact (POC) and executed for:
McEntire Joint National Guard Base 1325 S. Carolina Rd.
Eastover, SC 29044
1.3 Logistics & On-Site Preference
To ensure operational readiness on the flight line and minimize security and transport risks associated with moving high-pressure cylinders and Halon agent off-base, the Government highly prefers that all services (including recovery, testing, and recharging) be performed on-site.
• On-Site Service: Contractors proposing on-site service must utilize a self-contained, mobile testing/recertification trailer that is USDOT registered and fully equipped to recover Halon and hydrotest high-pressure cylinders.
• Off-Site Service: If on-site testing is not possible, the contractor shall detail their logistics plan, including secure transportation, estimated turnaround time, and how they will maintain the chain of custody for the Halon agent. The Contractor shall be responsible for all costs associated with transportation to and from the Government facility.
2.0 Scope of Work
The contractor shall service units of 150 lb. wheeled Halon fire extinguishers in strict accordance with NFPA 10 (Standard for Portable Fire Extinguishers), U.S. Department of Transportation (DOT) cylinder requalification guidelines, and manufacturer specifications (Amerex Maintenance Manual).
The work shall consist of the following phases:
2.1 Pre-Test Inspection
• Verify and document each extinguisher’s identification, serial number, and nameplate data.
• Perform a thorough visual inspection of the outer cylinder for signs of corrosion, physical damage, weld defects, abrasions, or dents.
• Inspect the carriage assembly, wheels, and hose rack for structural integrity and smooth rotation; lubricate wheel assemblies as needed.
2.2 Disassembly and EPA-Compliant Agent Recovery
• Safely depressurize each unit.
• Recover the Halon gas utilizing EPA-compliant recovery and recycling equipment.
The contractor must guarantee zero atmospheric venting of the Halon agent.
• Disassemble and remove valve assemblies, hoses, and all internal operational components.
2.3 Hydrostatic Pressure Testing
• Perform hydrostatic testing on the high-pressure steel cylinders in accordance with DOT specifications and standard test pressures.
• Measure and record permanent expansion rates to determine cylinder pass/fail status in accordance with appropriate criteria.
• Promptly notify the base technical POC of any cylinders that fail testing.
2.4 Post-Test Processing & Reassembly
• Thoroughly dry the interior of all cylinders post-testing to ensure no residual moisture remains.
• Replace all required high-wear items, including neck seals, O-rings, and gaskets, using factory-approved replacement parts.
• Reinstall valve assemblies and internal components using manufacturer-approved torque values.
2.5 Recharge, Pressurization, and Functional Verification
• Recharge the extinguishers with the recovered/recycled Halon agent (or approved replacement, if required)
• Pressurize units with dry nitrogen to the manufacturer-specified operating pressure.
• Reassemble and secure all hoses, discharge nozzles, and safety devices (including new tamper seals).
• Perform complete functional leak testing to verify system pressurization and seal integrity.
3.0 Contractor Qualifications
• Certifications: The contractor’s servicing technicians must be fully licensed and certified by the manufacturer or a recognized authority (e.g., ICC, State Fire Marshal, or NFPA) to perform high-pressure cylinder work and clean agent servicing.
• Equipment Compliance: Any mobile testing equipment, recovery units, and scales used by the contractor must possess current calibration records and DOT certifications.
4.0 Deliverables and Documentation
Upon completion of the service, the contractor shall provide:
1. Cylinder Labeling: Legible, permanent hydrostatic test dates and test pressure markings stamped or labeled on each compliant cylinder.
2. Service Tags: Updated, weather-resistant service tags affixed to each unit detailing the service date, type of service performed, and technician license number.
3. Final Report: A comprehensive service report delivered to the Contracting Officer and Base POC listing:
o Unit serial numbers.
o Test pressure and expansion results.
o Detailed list of replaced parts per unit.
o Halon recovery and recharge weights per unit (to verify agent accountabilities).
