Executive Summary: The LaRC Office of Procurement (OP) and Office of the Chief Information Officer (OCIO) worked closely together to award the Langley Administrative, Media, and Professional Services 2 (LAMPS 2) Contract on March 1, 2018.
Detail Description: On March 1, 2018, the LAMPS 2 contract was awarded to Alutiiq-Fusion Joint Venture (AFJV) for a total Firm-Fixed Price (FFP) value of $70,507,584 over five (5) years (one-year base with four one-year options). AFJV is an 8(a) small business. The NASA LaRC LAMPS 2 contract will provide administrative, media and professional services for NASA LaRC located in Hampton, Virginia. The comprehensive services include administrative and professional services to various organizations, programs, and projects throughout Langley Research Center. Services include, but are not limited to, administrative support; program analysis; human resource support; strategic relations support; media services; video production; systems management support; conference and event support; interpreters services; and technical library services. The SEB Chair was James Godsey, from the Office of the Chief Information Officer (OCIO) and the SEB members were Lori Brown from Office of Human Capital (OHCM) and Lakhassia McCoy from the Office of Procurement . The Contracting Officer was Joseph Janus from the Office of Procurement.

This notice is a Request for Proposal (RFP) issued pursuant to NASA FAR Supplement 1815.201.
1. RFP Section L contains important information for proposal preparation. RFP Section M sets forth the evaluation criteria and method for award.
2. Comments -The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision 52.215-1, Instructions to Offerors - Competitive Acquisition (JAN 2004). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to the proposed contract terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process.
3. The LAMPS 2 procurement will be conducted as an 8(a) Small Business set-aside competition under NAICS code 541611, Administrative, Professional and Media Services with a size standard of $15.0M annually.
4. A pre-proposal conference will be held on July 25, 2017. The conference slides and list of attendees will be posted on FedBizOpps.
5. Provision L.9, 1852.215-81, PROPOSAL PAGE LIMITATIONS, includes specific page limitation and format requirements. PAGES SUBMITTED IN EXCESS OF THE LIMITATIONS SPECIFIED IN THIS PROVISION WILL NOT BE EVALUATED BY THE GOVERNMENT.
6. Please contact the Contracting Officer or Contract Specialist for badging instructions to gain access to Langley Research Center if hand delivering your proposal. Badge requests must be requested 72 hours in advance.
7. Provision L.14, contains the proposal due date and delivery requirements. Provisions L.15, M.2, M.3, and M.4 contain important information on proposal evaluation.
8. Changes have been made to the Draft Response for Proposals (DRFP) based on questions from industry. Please see and Attachment VI for the responses that were made to the Final RFP.

This pre-solicitation synopsis is related to the Sources Sought notice, "Langley Administrative, Media, and Professional Services II" which was posted to FBO on November 9, 2016. The LAMPS 2 requirements will include, but not limited to, the following:
Administrative assistant support services (Center wide). Media support services including but not limited to, photography, graphics, video, printing and duplication, and digitization. Professional support services including but not limited to Human resource support, financial management support, library and information management, records management, Scientific & Technical Information (STI), communication support, public affairs and outreach, education, technology transfer, acquisition and contract management support (excluding Procurement Office), export control, and interpreter support services (sign language) and Communication Access Realtime Translation (CART).
"The government reserves the right to issue task orders to ensure continuity of services for areas affected by the various BSAs, to include the Office of Procurement support."
Strategic initiatives resulting from the following NASA Business Services Assessments (BSA) may change the scope of the LAMPS 2 contract during the life of the contract: Agency Human Capital BSA, Agency Budget and Management BSA/Program Planning and Control (PP&C), Agency Procurement BSA, and Agency Education and Outreach BSA.
A Draft Performance Work Statement (PWS) has been attached to this synopsis. The Draft PWS is for planning purposes only and historical workload data will be provided with the Draft Request for Proposal (RFP).
This acquisition will be a 100% Set-Aside for competition among firms certified by the Small Business Administration (SBA) as an 8(a) Small Business concern. This requirement is open to all eligible SBA 8(a) certified small business who may submit an offer which will be considered by the government.
Per the Headquarters Small Business Administration, NASA’s previously announced plan to conduct this procurement as a combined 8(a)/Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside is not allowable under the 8(a) Program, thus the requirement that the offeror also be a SDVOSB will not apply to this procurement.
The draft RFP will be issued in the near future containing information regarding the date and time of a conference to assist Offerors with proposal preparations.

JOINT VENTURE AGREEMENTS: Joint Ventures (JV) are allowable on competitive 8(a) set-asides; however, the JV Agreement package or email notification of bid submittal by the JV must be received by the SBA prior to proposal due date and the JV Agreement must be approved by the SBA before award of any resulting contract. If you are contemplating a JV on this project, you must advise your assigned SBA Business Opportunity Specialist as soon as possible. It is also recommended that the agreement be submitted as soon as practical to ensure compliance with established regulations. For additional information, see 13 CFR 124.513.
